Framework for sound business necessary, says Rep. A1 Ullman By JAMIE HARTSHORN Of the Emerald A framework for sound busi ness policy is necessary if the government is to cope effectively with new circumstances develop ing in our world, said A1 Ullman, U.S. Democratic Representative from the 2nd district and acting chairman of the House Ways and Means Committee. Ullman spoke Saturday morn ing in the EMU on “The Relation ship of Business and Govern ment.” His talk, followed by a question and answer period, was sponsored by the Masters of Business Administration Association (MBAA) of the University College of Business Administration. “The Ways and Means Com mittee deals daily with problems affecting American business,” Ullman said, outlining the need to determine what lies in the public interest and where this falls in respect to business. “In our kind of society, we must live with the basic assumption that the capitalistic system is the most responsive to the needs of the people and of the nation.” The committee held hearings on tax reforms this year, and Ullman commented that “it would be impossible to go back to the days of the simple gross tax. Tax incentives for business help maintain operating stability in the business community,” he explained, “but these must be carefully analyzed so tighter lines can be drawn to curb abuses.” Turning to other problems en countered by his committee, Ull man said, “one of the first problems was establishing a viable trading mechanism for international trade.” He said two steps in this direction were breaking down tariff barriers and establishing guidelines for protection of injured industries. “A special project being under taken is the establishment of a Congressional budgeting proce dure, a vehicle whereby we can get a hold on the erosion and inflation taking place in our economic system,” Ullman said. “The Constitution placed in Congress fiscal responsibilities, and once the budgeting prodcedure is established this can put the Executive office into proper perspective. When asked a question concerning the grounds for impeachment of the President, Ullman said, “We’ve come to a time when Congress must directly involve itself in dealing with Executive misdeeds.” He continued, “The first step is to examine the basis for impeachment in a hard, responsible light, and then decide the procedure to be followed.
