Terry . . . (Continued from Page 6) added that for Terry, confidence is much more important than whatever paltry sum he could make if he were employed. Terry wrote he can “boxboy” and “carry put boxes in car.” But now he is limited to doing household chores and helping his relatives, many with the same physical limitations, with their household work. “I help work at my father’s home,” he wrote. “I help my cousin cut trees and shovel roads.” His cousin is building a cabin in the woods. Terry is in the ninth grade at his school, and a member of the boy scouts. His interviewer mentioned that he had been an Eagle scout when he was Terry’s age, but Terry wrote he didn’t want to mess with such a lowly position. “I want to join a key club,” he wrote, but didn’t un derstand the interviewer’s chuckle at the remark. He pulled out a hand-worked leather wallet inscribed “Terry” in big block white letters, and showed his boy scout mem bership card. He also proudly pointed out a square of laminated plastic, with his age, name and block letter signature below the legend, “Youth Work Permit.” Terry is proud of that card, proud of the statement by the State of Oregon that he can. work. His problem is tftat he can’t find anyone in the State of Oregon who will let him work. Budgets ■■■ (Continued from Page 1) who want their licenses back. To hire a judge and staff would cost about $45,000. Most of the revenue-sharing money would be given to the parks and recreation depart ment. If the budget is defeated, other programs will be either dropped or given less money and top priority will be given to parks and recreation. Also on the ballot are measures 52 and 53. These involve free parking in the downtown area. Passage of measures 52 and 53 would give the City Council the right to amend the City Charter and to establish and define a “downtown district.” Various members of the downtown business district feel that it would be advantageous to them and their customers to establish free parking. But the parking spaces could not be just marked as free. Someone would still have to pay for them. So some of the businesses got together and decided that they would ask to be taxed to pay for the parking spaces. Because not all businesses wanted to do this, the businesses that did decided to make it a law that every business must help pay. The City Council was then given the task of deciding who would be taxed. They decided it would be the “downtown district.” The boundaries have not yet been established. A second budget election for School District 4J (Eugene) will also be held Thursday.
