However, it can be possible, under present con ditions, to ‘‘save too much of EWEB electricity.” Much of EWEB power is generated by burning “hog fuel,” the wood chips and sawdust piled up by the EWEB steam plant. Cutting back electrical comsumption too much would create a hog fuel surplus. When asked if EWEB was taking part in any information campaigns to “discourage comsumption of energy,” Hunt replied that a recent court decision against EWEB’s promotion of nuclear power “severely puts a cloud over what it can spend money for.” As a result the EWEB general counsel has “recommended against expenditures for conservation or for selling.” Hunt said that EWEB does not give “preferential rates” to the larger consumers of electricity in the sense that “all of the rates recover the cost of service and are economical for the board in all forms.” As for residential rates, “the first kilowatt hour costs you the same as the last kilowatt hour,” above the minimum charge. Large industrial users may get a lower rate only because the cost of delivering power to industries is lower. EWEB is investigating new power sources as no new hydroelectric projects are planned. A feasibility study of burning garbage to generate steam turbine electricity is being conducted. Hunt is a long-time advocate of nuclear fission powered electrical generation. He is confident that atomic waste disposal problems are products of nuclear weapons production and that they can be solved. Even in the light of the controversy over the potential for “loss of coolant” accidents in nuclear reactors, EWEB’s “independent experts” say “it is certainly prudent to continue on with the Trojan (nuclear plant) Project, and that these matters can be taken care of.” Hunt also recognizes me “environment tradeoff’’ problem. Many fuels cannot legally be burned now because of air pollution. If food production was threatened by shortages of “clean” energy, for example, Hunt “can conceive of where maybe: Yes, you would sacrifice the environment for the benefit of mankind to exist.” In summary, Hunt said the future will demand conservation and new energy sources and facilities.
