He also said that while some industrial sources have been cur tailed, their losses have been overplayed. “Bonneville Power Ad ministration guarantees them only 75 percent of their energy and sells them the other 25 percent when it has the energy available,” he said. Industry knew that when they built their plants. They’re still getting 87 percent of the energy they need.” If voluntary action does not work, Hunt suggested a rotating “share-the-misery” plan in which different areas of Eugene would be blacked out for a few hours a day, similar to the system Britain used during a recent coal strike. Two areas — Eugene downtown and Valley River — would be excluded from the black-outs because they carry critical loads. EWEB member Taylor Ramsey stated he did not think customers would use less energy voluntarily, and suggested forced energy curtailment with a monthly energy quota. “If they used up their month’s supply, well then, don’t have them call us until the morning,” he said. Hunt pointed out that this would get EWEB into the situation of determining the energy needs of each consumer, but Ramsey suggested this could be done by using last year’s total use. Another EWEB member, John Reynolds, noted that a decrease in energy use would necessitate a rise in rates to make up for lost revenues. The Board asked Hunt to draw up specific plans for possible use next winter, and to present the plans at a meeting next fall. The Board also directed its staff to begin an environmental impact study of a proposed wholesale rate hike of 25 percent in December, 1974, by the Bonneville Power Administration. The action was in response to a letter from BPA Administrator Don Hodel.
