McCall assistant | reports on legislature Bob Davis, executive assistant to Gov. Tom McCall, spoke to the Rubicons Friday, commenting on what is hap § pening in the state legislature. Davis spoke first of the defeated McCall tax plan, | outlining two major problems the plan attempted to deal with I— a shift of more of the tax burden from individuals to businesses, and a solid funding arrangement for primary and secondary schooling in the state. Individuals under the present system, said Davis, are paying more taxes than businesses. Homeowners are ac tually paying to reduce taxes on businesses, he said. The McCall tax plan, which proposed to solve both these B dilemmas, was “just a little ahead of its time,” commented :• Davis. If there had been time for people to sit down and understand it, it would have passed, he said; “Taxes are an l emotional issue — people want to talk about them, but don’t want to think about them.” Davis also mentioned a number of bills the legislature is currently considering. One subject dealt with by this legislation is land use. Davis said that the legislature is now in a position to deal with •: land use and zoning problems on a state-wide basis. SB 100 is :■ a start, he said, but not a complete answer; the state also needs a code and regulations dealing with subdivisions. And, j: he said, a state-wide building code is essential. Davis spoke, too, of a bill designed to merge all the trans portation agencies into one commission so that all modes of transportation will receive “proper attention.” Davis stated that he will consider the session a failure if the legislature doesn’t pass a constitutional amendment : allowing the use of highway-dedicated gas tax for mass transit funds. This doesn’t mean that all the money should : suddenly be given to buses and railroads, he said, but they i should have the capability of doing so. He also mentioned a proposal to authorize the highway commission to sell $100 million in bonds to be used for l primary and secondary highway construction. And Paul should know. The first three quarters of this talented fellow’s life he spent in the streets of New York, collecting data for a prolific puberty.
