The therapeutically aborted fetus, contained in a jar, was placed before the committee members by Susan Heinsch, a registered nurse from Portland who claimed to represent 250 nurses. Anti-abortinnists who favor “some legislation” in lieu of driving women to the “back streets” endorsed Senate bill 2831 sponsored by Rep. Robert Macpherson (R-Waldport). Macpherson’s bill is generally considered to be the “lightest” and in keeping with recent Supreme Court ruling on abor tion. Macpherson said that he was formerly opposed to liberalizing Oregon’s abortion laws but sees the necessity for some legislation to keep Oregon from becoming an “open state.” “Our purpose is to bring Oregon’s law into conformance with recent rulings, not to make it easier or harder to have abor tions,” Macpherson said. On the legality of the bills, Michael Gillette, assistant at torney general, summarized: HB 2831—‘‘probably correct, tightest and in keeping with Supreme Court rulings.” HB 2929 (Kafoury)—“good deal more liberal than 2831 with fewer restrictions on abortions.” HB 2684 (Priestly)—“much broader than is mandated by the Supreme court.” The Supreme Court determined requirements for abortions oc curring in any one of three stages of pregnancies called “trimesters.” “In the first, a licensed physician is required. Abortion in the third stage of life is proscribed unless life or health of the mother is threatened,” Gillette said. Dr. Edward Press, state public health officer, endorsed Mac pherson’s bill with “two changes”. The changes include keeping records of all abortions the types and complications, “to see how they are going,” he said.” “At the present time, Oregon has no law proscribing abortion,” Press said. Press pointed out a potential flaw in SB 698, sponsored by the Judiciary Committee. He ob jected to the clause allowing abortions in the third trimester to protect the mother’s health. “Relatively trivial ailments such as colds and in-grown toenails could be intrepreted as harmful to the mother’s health, ” Press said. Susan Pope, a representative of the Oregon Women’s Political Caucus said the group supports HB 2929 “as written.” She ob jected to the “emotional appeal” of the opposition. “We could have brought tn evidence of child beatings of unwanted children and testimony of women who felt tremendous relief from the release of an unwanted pregnancy. Their lives are richer and fuller. They have hope once again,” she said.
