-Editorial An arbitrary and unfair policy No newspaper likes to apologize. But it has come to our attention that the Emerald’s policy covering police activity is arbitrary and unfair. Recent articles in the Emerald con cerning the arrest of students on various criminal charges should not have been printed. The Emerald is not a newspaper of record in the same sense as the Eugene Register Guard. A newspaper of record covers police news regularly and con sistently and reports the arrests, arraignments, acquittals and convictions of all persons Black, White or otherwise. But the Emerald’s policy for covering police news—a lack of policy actually—has not been consistent. And it has not been fair. All too often the police news reported in the Emerald concerns minority students (and sometimes non-students). Too often persons running afoul of the law are identified as minorities when that iden tification is not relevant to the case. And too often White students in trouble with the law escape attention in the pages of the Emerald. And policy has also been unfair to the White students who have found their names in the paper and who have been singled out while many of their con temporaries were not. But in light of the facts it is not sur prising minority students at the University feel the Emerald police news policy (or lack of policy) is racist. In truth, however, it should be men tioned that the policy was not a conscious one, as so many institutionally racist policies are not conscious. But the Emerald is now aware of the problem and is instituting the following policy changes. Police news will not be reported in the Emerald unless it meets specific stan dards. Police news reported in the Emerald will be: —News of rape (and other sexual crimes) occurring in the University community; —News of vandalism to University buildings and property; —News of disruption to University operations; —Incidents of violence related to University functions buildings and in volving police action or hospitalization of those involved; —News involving prominent University figures including faculty members administrators and well known students; —News from the community of overriding interest to the campus population (such as a nearby bank rob bery, a nearby plane hijacking etc.). When persons involved with the law are identified they will be identified by name only. Race will not be considered relevant unless the description of a suspect (such as a rapist) is important for the capture of the suspect. Letters From Shiite All student representation for the next year will hinge on five people. To keep a strong student voice in University affairs, the community will need an active leader on the Incidental Fee Committee. 1 felt my somewhat controversial Senatorial campaign was very successful in its primary goal of gay education (despite the uncalled for, though predictable, attacks) as evidenced by my strong support. My reasons for running in this election are of a much broader scope. My previous campaign proved I have no fear to take ^^ands on important issues. As one of the ^/e people of the only student govern ment, I will work just as strongly for all issues confronting the general student constituency. I do not consider the concept of “student power’’ to be a discarded slogan of the ’60s. It is a viable idea made more viable by the students’ million dollar investment in ASUO. I will put my first efforts toward in novative educational efforts as SEARCH, ESCAPE, the Outdoor Program, Women’s Studies, and the Oregon Prisoner’s Coalition. Day-care funding is essential. I will work strenuously to reassess the present budget priorities so that the student population, not an elite, will benefit from their money. My stands on gay and women’s rights are clear; the same efforts will be extended towards other minority programs. Moreover, the students need an active leader on the Fee Committee so that they can be heard not only in fee allocation but in all areas of university concern. To this end I am running for Student Incidental Fees Committee Position number 5. Randy M. Damn it — I’m disgusted! I tried getting out of student politics last year but now, I find myself back in the circus. I’m disgusted with petty little games, disgusted with paltering politicians who palliate the problems of people, disgusted with the thought of the same “defunct senators” (who screwed us over as students) being elected to the committee. Basically, I know I’m not the only student who is disgusted with the thought of what will happen if the same “power bosses” that ran the senate are elected. Beware students, we’re all pawns in a political power play where these “defunct senators” are only allowing a select group of “flunkies” to watch. What they don’t realize is that some students are peeking over their shifty shoulders. My “philosophy” is this; Next year we should direct our efforts toward rebuilding student programs to benefit more of the University population rather than responding only to private interests of student leaders. 1 know this can be done without jeopardizing any programs, if, the big-shot-hot-dogs will let it. I can’t say I’m opinionated for or against any programs funded by the ASUO because I have been out of student politics too long. I would rather hear budget testimony by the groups and then make a non-biased decision. Remember, the British attack at dawn. Pat McMahon Candidate Poa. 2 From Pnmovost The future of the ASUO will be deter mined during the next few days with the election of the five member Incidental Fee Committee. I urge everybody to become informed on the issues, find out where the candidates stand, and be sure to vote. Not being a member of any special in terest group, I feel that I am capable of being objective in my handling of the in cidental fees. I am opposed to, and will fight against any attempt to raise our incidental fees. Be sure to get out and vote tomorrow and remember . . . Gene Pnmovost is not another ‘political commodity’. Gene Pronovost Soph. — Political Science Candidate, Pos.l From Hernandez I strongly support all existing student unions and the formation of an Asian American Student Union. The student unions serve as a viable unit of action against the oppression and racist attitudes of any University or community. I strongly support the initiation of new ASUO programs on campus to act as political interest groups, lobbying on such issues as the abolishment of the Office of Economic Opportunity and the tenant landlord bill number 150. OEO had created jobs and hope for' many underprivileged people throughout the U.S. As a result, the racial tensions had been eased. Now it looks like another long, hot summer. The ghettos could explode again as they did in Watts, 1964; only this time, Nixon will be ready. I recently completed my six years in the National Guard and I know how dangerous they can be. Why does such a racist organization need M16 automatic weapons? Senate bill number 159 is basically good, although it excludes migrant workers from the same rights as any other tenants. What kind of B.S. is this? I support the students in Westmoreland Housing in their efforts to organize against the “no cats policy”. I support the United Farm Workers and the picketing of Safeway stares. My personal thanks to those who have joined in the boycott. Manuel C. Hernandez Candidate Pos. 3 From Stapleton I am running for Position 4 on the In cidental Fee Committee. The criteria which I would employ for evaluating each request is in the voter’s guide which will appear tomorrow. If you think that the test is wise, I ask for your vote. Don’t vote for someone just because you have seen their name somewhere or they are at the top of the ballot. If you don’t know the programs of those in a particular grouping either find out or leave it blank.; Make your vote count or the old ‘Senate’ will find some way to get back into control! of your money. Ulys Stapleton Candidate Pos. 4 From Hoffnagle Allocating $800,000 in incidental fees for next year is a responsibility that will be directly shared by five people that you elect in the upcoming election. It is im portant for the future of all ASUO programs that you take time to decide which of the candidates best represents your interests. Then vote. As a candidate for Position 4,1 think you should know my philosophy about the! incidental fee. It was established for the “cultural and physical enrichment” of students. I feel programs should meet that criteria. They should be designed fra University students — not for the general community first and for students only incidentally, (no pun intended) I have served as a non-voting member of the ASUO Fiscal Affairs Committee for the past iVz years (until its demise) and lhave gained a knowledge of both the ASUO programs and fiscal affairs. Many students are totally unfamiliar with the incidental fee and have no knowledge of how it is spent. Gail Hoffnagle Candidate Pos. 4 From Matthews It is my intention to see to it that the students of this University have a say in where their money is going. There exist over 50 ASUO agencies that are financed by your $19.00. I would like to see that the students vote on which agency receives money. This would include informing the students more throughly on what each agency contributes to this University. I also feel that the students should be able to say if they want their $19.00 given back to them, thereby lowering tuition payments, or if they want their $19.00 to go towards financing these ASUO agencies. I would give better representation towards seeing (if the students want this) that the types of agencies are a betterment of this University. It is time the students elect someone who will give them better representation. It is time for the students to have a say so on where their money goes and if it should be taken from them. I support, (in alphabetical order), CCDC, DIC, DMIC, ESCAPE, Oregon Prisoners Coalition, Recreational programs, SEARCH and Student Unions.
