Federal funds eyed for innovation

Twelve persons involved with
innovative education at the
University met Friday to begin
developing a proposal to compete
for a share of $10 million in
federal funds earmarked by the
federal government for im
provement in post-secondary
education.
Although federal guidelines
have not been received, the group
began discussion on their areas
of innovation, and what form the
proposal would take in possibly
combining them.
The deadline for submitting
proposals is in April, they said.
The group agreed the proposal
should include definite plans on
how the following should be
implemented:
— The supervision of students
involved in the program.
— The tying together of ex
periencial work (jobs) with
academic work (classes).
State Board
to examine
tenure policy
An examination of the state’s
system of higher education
tenure policies will highlight
committee meetings of the State
Board of Higher Education today
and Wednesday in Portland.
The board’s committee on
academic affairs will discuss the
nature of the contribution tenure
is making, where tenure policies
are falling short of expectations
and what may be done either to
improve existing tenure policies
or replace them with alternative
policies.
Some of the recommendations
the committee will consider
include the modification and
clarification of the board’s Ad
ministrative Rules as they apply
to grants of tenure, the assurance
that the search for faculty is
extensive and that equal op
portunity for women and
minority groups is given.
A proposed “shared
curriculum’’ program of
veterinary medicine at Oregon
State University will also be
considered today by the com
mittee on academic affairs.
The committee will consider
suggesting that an in-depth study
be made of the program. The
program would enable a student
to complete his or her
preliminary years of veterinary
medicine in one of many ac
credited colleges and then
transfer to OSU for the final two
years of clinical education and
training.
On Wednesday, a proposal for
the restoration and development
of Hayward Field facilities will
be considered by the board’s
building committee.
The committee will also con
sider a proposal by the Lane
County Auditorium Association
for use of a portion of Autzen
Stadium.
The board’s public services
committee will discuss on
Wednesday possible objection to
the national Corporation of
Public Broadcasting assuming
greater control over television
programming on cable channels
seven and 10.
Proposals concerning summer
school tuition, tuition rates for
the Division of Continuing
Education’s (DCE) summer
Cannon Beach program, student
fees other than tuition, housing
rates and student financial
assistance for 1973-74 are
scheduled for discussion by the
Finance Committee on Wed
nesday.

— Career counseling to enable
students to prepare for a career
in the areas in which they are
working.
— Self-instructional package to
enable students to design their
curriculum to relate to future
goals.
— A transitional structure for
the experimental program to
come into being.
— An internal evaluation of the
experimental program to
determine its effectiveness.
Career preparation was seen as
an important part of the
proposal, and John Wish, director
of the University’s Consumer
Eights Research Center, viewed
money needs in three areas: (1)
buying capital equipment, such
as learning modules for skill
acquisition (survey techniques,
programmed texts), (2) an
evaluation component for the
program, and (3) the relating of
this to careers.
Ed Diller, German professor
and Honors College director,
recommended an “ad
ministrative unit that allows
program flexibility,” which
would be called the “University
V
College,” which would be an
“overall organ that would serve
special interests and not be
committed to specific
organization.”
However, the group saw its
immediate goal as framing a
compact group to develop the
proposal, and that money would
first be needed to free the in
dividuals from academic duties
on campus.
Members of the group em
phasized that the proposal, to be
successful, would need the
backing of all the innovative
programs, and especially the
backing of the University itself.
The group plans to meet again
at 1:30 p.m. today in the
Graduate School lounge.

of architecture, Bruce McKinlay,

Barry Siegel, associate dean of
liberal arts, Theresa Ripley,
counselor in the Career Planning
and Placement Service, Phil
Runkel, of the psychology
department, Judy Coffey,
ESCAPE director, Joanne Kit
chel, director of the Office of
Federal Relations, and Robert
Albrecht, associate dean of
liberal arts.
