Year two (Continued from Page 2) If the faculty approves the , motion by voting ‘yes’ for it (the vote is usually taken with a voice vote) then it is subject to the approval of the University President. The University President can approve or veto it. If approved, the Executive Dean enters the motion into the University’s Administrative Manual, or into the next edition of the University catalogue, or wherever is ap propriate, depending on the motion. Rarely does the University President veto a faculty-passed motion. Wattles has said. Relationship with state board The Executive Dean and the University President are both in communication with the Chan cellor of the State System of Higher Education frequently. If the Chancellor hears of some faculty legislation that he thinks the State Board of Higher Education would want to take up, he will submit the approved motion to the state board. The state board has final authority over the motion—the board has the responsibility of administering the development and course of higher education in the state system, made up of nine institutions across Oregon. If the board takes the faculty passed motion up, it will discuss it at its regularly scheduled monthly meeting, and it will approve or disapprove it. But the board takes up only a few approved faculty motions such as those dealing with English composition requirements, health and PE requirements, new programs at the University, the grading system. The state board has responsibility for other types of actions. The board, made up of nine members appointed by the Governor, takes up tuition hikes or cuts, budget balancing and building planning. State Legislature Approving a final budget for all state schools—perhaps the most important role in the state’s higher education decision making—is left to the State Legislature. The Legislature meets every two years to determine a biennial (two-year) budget for the State System of Higher Education. After the biennial budget is set by the legislature, the state system and all of the schools within it must abide by that budget. Special requests for additional funding—which are not covered in the biennial budget—are handled by the State Emergency Hoard when the legislature is not in session. Student governance role Students who wish to initiate legislation at the University to change University policy have two avenues open to them, to gain approval of the proposed legislation from the faculty. First, a student can take his idea to the ASUO Senate and ask the ASUO President to submit a motion. The ASUO President and one designee may submit faculty millions. Second, a student can take his idea to a faculty member and ask that faculty member to submit and sponsor the motion.
