This doubt has been expressed recently by Joe Allman, associate professor of political science and a member of Inner act. Allman described the proposal as another “move to initiate communication between the different community agencies” and “a first testing of whether we can get them to do- something together” which has turned out “not as neat as we expected.” “We set up a utopian image,” he said, “but it turns out to be complex stuff.” Allman attributed the failure of the building proposal to the inability of United Appeal to provide the $12,000 Inner-act needs for it. Allman explained that, although United Appeal is in terested in the proposal, it ap pears it cannot help Inner-act because of its commitment to some other agencies. Inner-act is thinking of setting up an “alternative United Ap peal” to collect money for the building, but Allman said this may also be more complicated than expected. He said it seems United Appeal is “a little upset” about the setting up of such an “alternative United Appeal.” He thinks this is because United Appeal feels the Activities begin for All-Comers Oregon Track Club has a busy schedule for local track buffs as its All-Comers’ activities get into full swing this week. Young tracksters get their turn at Hayward Field on Thursday evening with the All-Comers’ meet starting at 5:30. Friday night is reserved for those over 15 with a full slate of events also starting at 5:30. Due to a large turnout for the joggers’ mile, three heats will be run this year. Joggers will be limited to one joggers’ mile, choosing from the following divisions: under 6 minutes, 6:00 to 7:30 and over 7:30. Distance runners will have their turn on Sunday at a 5.3 mile road run. starting and finishing at Autzen Stadium. Race time is 7:30 with registration beginning one hour earlier at Autzen. “alternative United Appeal” would be “competing for the same resources with it.” This kind of competition may not come up, Allman said. “Some people who may not contribute to Boy Scouts may find it worthwhile to contribute to Whitebird or some other com munity agencies,” he com mented. Allman added that he feels Inner-act is “undergoing a good learning process which is agonizingly slow.” R egistration decline seen As of July 7, 6,904 students had registered for summer session. At the same time last year 7,586 had registered, the University News Bureau said Wednesday. Of the total, 3,919 were men and 2,985 were women. Ap proximately 2,500 students wer&^ from out-of-state this year affj compared to 2,600 last year, the bureau said. Earlier this year Spencer Carlson, Registrar, said that 8,000 packets had been prepared for registration. Carlson also estimated 4,500 students had registered during the first day of registration. Of that number approximately 500 students failed to pre-register for summer school, thereby creating the only major problem during registration, according to Carlson. Fischer loses REYKJAVIK, Iceland (AP) — With a hopeless position on the chess board, Bobby Fischer walked out for 30 minutes Wednesday, then returned to lose the first game of the world chess championship to Boris Spassky, the Russian titleholder.
