According to ASUO Drug Information Center (DIC) director, Mark Miller, Lane County District Attorney Robert Naslund is in the process of getting “enough documentation of the need to exercise his discretion” and allow the project to operate. The Drug Analysis Project would provide chemical analysis of illegal street samples of dangerous drugs. If it is approved, the analysis would be done in University labs, supervised by Robert Cooke, assistant professor of chemistry, and the information let out through community media. The biggest obstacle to the project is the U.S. Bureau of Narcotics and Dangerous Drugs (BNDD). However, Miller says that Naslund can relax the rule in Lane County. Presently, he is researching the justification for this. Miller will meet with Naslund Monday when Naslund may or may not approve the project. The situation may be complicated by the recent bust of certain White Bird workers, including Frank Lemmons. Lemmons has backed the project and accompanied Miller to the County Health Office when it was proposed. “I can’t even start guessing on the implications, if any,” Miller said. Similar drug analysis projects are in operation in Palo Alto, Calif, and Portland, and recently, in the University of Maryland Pharmacy School which, surprisingly, is federally funded. Their newsletter reports, “We don’t tell people the potency. If we did, we could be used by pushers for quality control.” The DIC project would have the same restriction. “They’re afraid we’re going to be a clearing house for pushers,” Miller said. Naslund has agreed to Miller’s two conditions of anonymity for those submitting samples and “no police bust work.” “I don’t want to see their faces,” Miller said in regards to sample submission. His plan is to have samples sent in by mail with no return address.
