By JOYt’K ROl’THON Of (hr F.merald The ASUO Fiscal Committee tiegins spicing up a $1 million plus loaf of bread known as the Student Incidental Fee* Budget Friday Incidental fees fund the athletic department, I he Krb Memorial Onion and ASUO sponsored activities, and generally no organisation ever gets what it wants This year, the I Midget con federation* may lie guided by a set of procedure* passed by an ad Itoc student faculty committee last Tuesday The ASUO Senate is expected to take action on these guidelines next Thursday The committee, which includes ASUO President Hon Kachus, EMU director Dick Keynolds and Senate President Iain More, was formed after the State Board of Higher Education decided to allow individual institutions to establish their own incidental fees Beginning fall term 1H71, the University will have the power to set a fee between $15 and $25 a term The State Board currently require* a fee of $28 at each in stitution Major recommendations of the ad hoc Incidental Per* Committee include ASlJO standards ... Emerald under new management The Oregon Daily Emerald will be under new management as of this afternoon The Constitution of the Oregon Daily Emerald Board of Directors will be signed today by University President Robert Clark. ASUO President Ron Eachus and Emerald editor Grattan Kerans, thus vesting in a new nine member board com plete control over the financial structure of the University’s student newspaper The new board, which succeeds the old Student Publications Board, is expected to move shortly on the incorporation of the Emerald as an independent organization, legally and financially separate from the University and the Oregon State Board of Higher Education July t, 1971, has Inch set as the* target date for incorporation Th« Oregon Daily Emerald » published Monday through Friday during school year, eicep! during eiam and vacation periods #*•<• weekly during (week summer session onte weekly during J week summer session by the Publications Board of the University of Oregon Second class postage paid at Eugene Oregon 97403 Subscription rates DO per year *9 00 academic year SJ SO per term Grattan Kerens Puss Mustola Cditor Business Manage* ICVICTTO KTJ W.V Fiscal Committee and ASUO Senate, the budget shall be presented to the University President. The division of the budget into two categories, major and minor, is an addition to the present budget organization. Those programs considered major activities are the Athletic Department and Erb Memorial Union All other programs are classified as minor activities. Within the latter category are programs which have been traditionally funded. The criteria - assisting programs whose proposal was decreased is also new. It applied to either major budget activities or traditionally funded activities. Specifically, an decrease in major activities shall not exceed 10 per cent of the preceding year's allocation This limitation may be exceeded if the proposed change is submitted to the student body by referendum and is approved by a majority of students voting. -I- _.1. _•_•_•_ -r-r—- «« pi uv ut-u ior m the new procedures. If an appeal has been tried before the fiscal committee and Senate then members of the appealing agency may meet with representatives 0f the President’s office After the budget is sent to the University president, it is sub mitted before the State Board of Higher Education Most discussion at Tuesday’s meeting centered on when or if students should be allowed to vote on increasing the incidental fee level. One committee member proposed if the increase were more than $2. it should be put before the student body for a vote. For example, if the fee level were set at $17 and the fiscal committee asked it to be in creased to $20, a vote would be taken. No decision was made on this proposal.
