WASHINGTON—The U.S. Postal Service, facing a revenue deficit of $2.4 billion this fiscal year, is expected to raise the price of letter mail to eight cents by mid-April. LONDON—Test-tube babies moved one step nearer, Nature magazine reported Thursday, when British scientists recently fertilized two human eggs in a laboratory and grew them to a stage where they might live if implanted in a woman’s womb. AP— U.N. special envoy Gunnar Jarring flew Thursday to Jerusalem for crucial talks with Israeli government leaders on ways to avoid a new outbreak in the dormant Middle East war. In Cairo, the authoritative newspaper A1 Ahram charged that Israel intended to drag on Jarring’s Middle East peace talks “without end.” It said Egypt would request a meeting of the U.N. Security Council within two weeks because of what it termed the apparent failure of Jarring to make any headway in the Arab-Israeli peace talks. Egypt has said it would not extend the present cease-fire that expires Feb. 5 unless Israel agrees to a timetable for with drawing its troops from Arab territory seized during the 1967 war. Ambassador Yosef Tekoah, chief Israeli delegate to the United Nations, accompanied Jarring on the flight to Jerusalem where they will confer with Premier Golda Meir and Foreign Minister Abba Eban. Mrs. Meir, in a speech in Tel Aviv, said she was “looking forward to the most important meeting” with Jarring. McGovern heads for Presidency WASHINGTON AP— Sen. George McGovern, D-S.D., cleared the way Thursday for a try at the White House by giving up chairmanship of a Democratic party reform commission whose work, he said, is nearly done. McGovern said all but 16 state party organizations are at least half way to compliance with the commission’s reform guidelines. He predicted that the 1972 Democratic National Convention would be the “least boss-ridden and most democratic in history.” Democratic National Chair man Lawrence O’Brien called McGovern’s work “truly historic” and immediately ap pointed a commission member. Rep. Donald Fraser of Min nesota, to replace him. Fraser was recommended unanimously by the 28 commission members, McGovern said. McGovern, whose presidential aspirations have been an open secret for a year or more, described as “fairly accurate” reports that he intends formally to announce his candidacy in about 10 days.
