Chancellor Offers Peace Proposal Cal Students Continue Strike (Compiled from UPI) BERKELEY, Calif. — Student pickets turned out in a heavy rain Monday on the fifth day of a classroom boycott at the Uni versity of California despite an appeal by the university chancel lor for an end to the strike. Chancellor Roger W. Heyns, in an unusual move, had leaflets distributed promising “a highly imaginative” proposal to end the crisis on the 27,500-student cam pus. It was impossible to establish how many students were partici pating in the boycott, because no attendance records are kept. Some estimates of the number of strikers ranged as high as one • third of the student body—even though final examinations are scheduled next week. The strike was called Thursday after three students and six non students were arrested as they protested the presence of Navy recruiters on the campus. Heyns’ leaflets pleaded with students “to reflect upon your real reason for being at Cal, to University Debaters Take Fifth Place University debaters defeated teams from throughout the na tion to capture fifth place in the U.S. Air Force National Invita tional Debate Tournament in Col orado Springs Friday and Satur day, according to forensics coach W. Scott Nobles. The debate team of Gary Rob erts, sophomore, and Gregory Mowe, junior, lost in the quar ter - finals to the tournament’s first place team, Augustana Col lege of Rock Island, Illinois. Oregon’s debaters won contests with Loyola University of Los Angeles, California; the Univer sity of the Pacific at Stockton, Calif.; University of Missouri, Kansas City, Missouri; North Texas State University, Denton, Texas; and Washington State Uni versity, Pullman, Washington. Roberts and Mowe lost only two debates—to Augustana College and to the Massachusetts Insti tute of Technology team, which eventually won third place. The chancellor said the propo sal was “worked out by students who care enough about this uni versity to have put in some hard thinking about how our commu nity can be improved without, in the same process, being des troyed.” On Sunday Heyns rejected a compromise proposal drawn up by striking students. When the rebel students learned of this, they issued a statement saying, “It is clear that the chancellor does not truly desire to enter in to meaningful negotiations to end this conflict." They said their class boycott would be intensifled this week. The disturbance occurred on the second anniversary of the Free Speech revolt almost two years ago to the day.
