Morgan Warns of War with Red China By JIM SELLERS Staff Writer War with China is threatened by continuation of the United States' policy in Viet Nam of “the blind leading the blind” in support of “tinpot tyrants.” U.S. Senate candidate Howard Morgan said Saturday night. Morgan, who spoke before about 160 persons at Harris Hall at the Lane County Courthouse, is opposing Oregon fourth district congressman Robert Duncan for the Democratic U.S. Senate nom ination in the May 20 primary. Morgan attacked the adminis tration policy on Viet Nam. add ing that there are "too many blind followers in the Congress." He also assailed Duncan for his ad mission that he is a spokesman for the White House.” The American people have been told neither the truth of the or igins and objectives of the war in Viet Nam nor about the day-to day progress of the fighting, Mor gan said. “It is a civil war." Mor gan said. “We are the enemy now, just as France was.” Calls for Negotiations Morgan called for negotiations with the Viet Cong, and for sup porting free elections and any in terim government which comes out of those negotiations. He said political amnesty should be declared for all factions in the war, and that an international pro gram to reconstruct the country should be established. He explained that this, follow ed by the withdrawal of troops under international supervision, "is not victory any more than Korea was victory,” but that it could lead to an independent and unified Viet Nam. President Johnson and Secre taries Rusk and McNamara have said they will meet with "anyone, anywhere, anytime” to negotiate. Morgan said, yet they refuse to talk with the Viet Cong. U.S government statistics indicate that 90 to 95 per cent of the forces we are fighting are Viet Cong, he said. "When we insist that we will negotiate only with North Viet Nam, it is as though King Ceorge III has announced his willingness to negotiate an end to the Am erican He volution, but only with the King of Fiance,” Morgan added. Risk Civil War As well as lighting in the Viet namese civil war, Morgan said, we now also run the risk of light ing on the losing side of a "civil war within a civil war in South Viet Nam. "The hard truth doesn’t square at all with our pious platitudes about defending freedom, build ing democracy, and preserving the right of the Vietnamese to choose their own government,” he said. Referring to Sen. Wayne Morse's opposition to U.S. pol icy on the war, Morgan said that this was the first time that a com mittee in Congress had ques tioned hostilities that were in progress. “We need more of this,” he added.
