ARTICLE I Name This organisation shall 1* known as the Associated Students of the University of Oregon. ARTICLE II Memberahip Section I. The membership of this Asso ciation shall consul of all students regis tered in the University of Oregon, Eugene, Oregon, who have paid the Student Union Educational Activities fee. Section II. Student membership of any Oi the particular < Lapses shall hr determined by the academic rules of the University of Oregon. ARTICLE III Officers Section I The Elective Executive Of fleers The rlccti-<• executive officers of this assoc lation shall be a president and a vice president. Section II The Elective legislative Of fice rs The elective legislative officers of this Association shall hr f!w senators at large, the representatives from each aca demic class, the housing residents rrpresen tatives, the marrb-d students representative, and the internet>ot- *1 student representative. ARTICLE IV Qualifiatiom of Officers Section I. Any member of this Associa tion shall he eligible for election to the of fice of president or vice president. Section II No student shall take office nor continue to hold office under this Con stitution unless hr shall have complied with the academic requirement* of the Univer sity of Oregon. The executive power of the ASUO shall fr- '!> with the President of this Association Section II. The president shall I>e respon siblr for the administration of all legislation enacted by the Senate. Section III. Hr shall nominate to the President of the University student mem ber* to student-fac ulty committees, appoint member* to rare utive, administrative, and ASUO student committee*, and all cither appointments to positions he deems neccs Wf. Section IV. The President shall provide the presiding officer of the Senate with a written list of all his appointments and/or nominations of student member* to commit tees or position* with a written statement of their duties and responsibilities by the first ten-tte meeting following their appointment. Section V. He shall by the third week of spring term submit to the Senate an esti mate of the ASUO budget for the coming year, to be approved by a majority of the senators present and voting. He shall also submit, with the proposed ASUO budget an accounting of hi* expenditure* for the previous year. Section VI. All Senate legislation shall be submitted to the President of the Asso ciation. Within five days of its ena< tment the President shall approve the legislation by hit signature, or veto the legislation and return it with a written statement of his objections to the presiding officer of the Senate. Clause 1. If the President does not sign or return legislation within five days of it* enactment by the Senate, it shall be considered approved by the President. Clause 2. The Senate may overrule the President's veto hy two-thirds vote of the senators present and voting, at the first Senate meeting following the date of the Presidents veto. Section VII. He shall from time to time inform and recommend to the Senate mat ters concerning student welfare. Hr shall preside over /til meet inif* of the ASUO Senate and shall exer cise all powers pertaining to the calling of the meeting and conduct of business in ac cord with this constitution. Section II. He may postpone substantive motions until the next senate meeting if he feels additional information pertinent to the motion should he presented. A majority of tlur senators present and voting at the sen ate meeting may overrule a postponement made by the vice-president. Section III lf« shall assume all duties pertaining to the office of president in the president’s absence ami all other duties as delegated to him by the President of the Association. ARTICLE VII Senate Section I. Membership of the Senate. The ASUO Senate shall be composed of: Clause 1. The Vice-President of the ASl’O, as presidiing officer. Clause 2. One representative from the freshman class, the sophomore class, the junior class, the senior class, and the gradu ate school. Clause 3, One representative from up per class women’s dormitory residents and one representative from the upper-class men's dormitory residents. Clause 4. One representative from fre*hman mens dormitory residents and one representative irons freshman womens dor mitory residentes Clause 5. fin** representative from fra ternity housing residents and one represen tative from sorority housing residents. Clause 6. One representative from men's cooperative housing residents and ♦ ne representative from women’* coopera tive housing residents. Clause 7. One man and one women representative from off campus unmarried students. Clause i, One representative from off campus married students. Clause 9. One international student representative. Clause 10. Eighteen members elected at large. Section II The Senate shall elect its own officers, with the exception of the vice president, who shall be presiding officer of the Senate, and with the exccfdinn of the parliamentarian, who shall be appointed by the vice-president. Section III. Duties and Power* of the Senate. < latise 1. The legislative power of the ASUO shall reside in the Senate. Clause 2. The Senate shall have the power to investigate and report in any area o( student life. Clause 3. The Senate shall have the power to create senate committees and shall approve by an affirmative vote of a majority of the members present and voting the ap pointments of their members and rha trma n. ( lause 4, The Senate shall approve all nomination made by the ASUO Presklent to Student-Paculiy committees and all other appoint merits they deem necessary by a two thirds vote of the present and voting members. Clause 5. The Senate shall meet at least semi monthly and also at the call of the President, Vice-President, or a majority of the current members of the Senate. Clause 6. The Senate shall approve all rules and regulations established by the Vice-President for the proper carrying out of elections. Clause 7 The Senate shall have the power to withhold approval of class activi ties and functions. Clause 8. One more than one-haU of the current voting members of the Senate shall constitute a quorum. Clause 9. Veto Emergency Clause. The Senate may by a two-thirds of its present and voting members add an emergency clause to any legislation, placing the legis lation into effect immediately unless vetoed by the President. Clause 10. The Senate shall elect a chairman of committees from its member ship who shall appoint the chairmen and members to senate committee#. ARTICLE VIII Election! Section I. Election dates. ('lause 1. The Vice-President of the ASUO shall be responsible lor the selection of the specific dates for the ASUO general elections to be hrld fall, winter, and spring frrm, ruDject to the approval of a majority of the present and voting members of the Senate. Clause 2. The general election shall be precede*! by a primary election. Section II. Tenure Manse 1. The ASUO President, Vice President, Cooperative Representatives, Fraternity and Sorority Representative, Upper«Class Dorm Representatives, Off Cam pun Representative*, Married Student Representative, and Sophomore. Junior, Senior Mass Representative, arid six mem hers elected at large shall lie elected during the Spring term general elections and -hall serve until the lant senate meeting of spring term the following year. Claus* 2. Six ^enators-at large, the freshman class officers, graduate student representative, and international student representative shall be elected at the fall term general election, and shall serve until their successors are elected at the next Fall term elections. Clause 3. Six senators-at-large shall he elected during the Winter term genera) election and shall serve until their sucres sors are elected at the next winter term election. Section ill. Class Elections, Each class shall elect a President, Vice-President, and Representative, who shall hold office until their successor is elected. Section IV. 0salifications for Voting. Clause 1. Each Student is eligible to vote for candidates seeking election for the following : 1) ASUO President and Vice-Presi dent, Elected on the same ballot. 2) Eighteen senators-at-large. 3) The officer* of the voters academic class; and for the representative from the living group in which he declares bis in fentvm of residing the succeeding Fall term. Clause 2. The International student i* eligible to vote for the International Stu dent Representative. Manse 3. The off-campus married “in dent is eligible to vote for Married student representative. Section V. Replacement. ('lause 1. The vacancy of any office elected under this constitution -hall be filled during the next ASUO election, with the exception of the office of ASUO Prrsi dent, which shall be filled by the Vice-Presi dent. 5 Clause 2. In the vacancy of the office of Vice-Pr esident the President of the ASUO shall convene the Senate and at that time the Senate shall elect a presiding officer from its membership and the elected presiding officer shall fill that position until the next ASUO election, at which time a new ASUO Vice-President will be elected. Clause 3. In the simultaneous Varan ties of the office* of ASUO President and Vice-President the Senate shall call itself into session, select a senate presiding of ficer from its membership, and set a date for a special election to elect a President iand Vice-President. ARTICLE IX Judiciary Section I. Constitutional Committee. Clause 1. Membership. The Constitu *ional Committee, to which any member and administrative body of thin association may refer any question on which it desires an opinion a* the correct judicial construction or interpretation of any part of this con st it ut bn or by-law* shall consist of five members; Dean of the Law School or hi* personal representative as permanent chair man, two member* of the faculty of the University of Oregon and two upper class members of this Association. Authority. The Constitution al Committee *ha11 have supreme and final authority on all questions of interpretation of this constitution, by-laws, and the stu dent legislation and on all dispute* arising from student body or class ejection*, and ! shall, upon request of the Senate render advisory opinion* on the interpretations of j the constitution and by-laws. ARTICLE X Recall Section T. The electorate shall bfvt the power to recall an ASTJO elected legisla tive or executive officer: Clause I. By petition setting forth that the -igner* thereof are in favor of recalling the «pec»fied officer, and such petition shall contain the signatures of not less than twenty-five percent of the members of the ASUO elegible to vote for the specified of ficer. Such signatures and membership m the ASUO shall be validated by an indi vidual selected by a majority vote of the present and voting members of the Senate. Clause 2. Upon validation of the *»g- j nature* and membership of the signer* to the petition referred to m Article VIII, Section I, Clause 1, of this Constitution, a special election may be called by the ASUO Senate, or at the discretion of the ASUO Set>ate at the next regularly scheduled elec- ! tutu the question of the recall shall be sub- ; miffed to the voters. If a majority or more 1 of the votes cast at such election ‘hall favor | a recall, then ‘•aid officer shall be recalled. ■ ARTICLE XI Referendum and Initiative Section ). Referendum, two-thirds vote of | the present and voting members of the Senate shall be necessary to refer proposals to the member* of this Association. Section II. Initiative. A proposal may be I placed on a general election ballot by a petition by five percent of the members of j the Association, provided the petition is presented to the ASUO President at least , two weeks pr/or to the general election. ARTICLE XII Amendments Section 1. Proposal. Amendments to this , constitution may be proposed by a *wo- ; thirds vote of the Senate members present : and voting, or by a petition by ten percent j of the members of this association. Section II. Adoption. A two-thirds ma- ' iority of the ballots cast shall be necessary for the adoption of any amendment, pro vided at least twenty-five percent of the qualified voter* vote on the amendment.
