Constitution Revisions to Go to Voters These proposed changes will be voted on Oet. 30 by the ASl'O, Students should famil iarize themselves with the revi sion before voting. The revi sions, before voting. The revi proposed by ASl'O Senate. It is hereby moved that the ASl'O Constitution he amended as follows: Article IV, Section I, Clause 2, shall read: "An elected repre sentative of each of the four classes." Article IV, Section I, Clause 3, shall read "Fifteen members elected at large ” Article IV, Section I, Clause 4, shall read: “Two non-voting fac ulty members. These two facul ty members shall be appointed by the President of the Univer sity. Their terms shall be for two years, except for the first year, when one of the mem bers shall be appointed for a one-year term.” Article IV, Section I, Clause 12, shall read: “One representa tive from women’s olT-campus housing; one representative from men’s off-campus hous ing.” Article IV, Section III, Clause 2, shall be deleted. Article IV, Section III, Clause 11, shall be deleted. Article VI Elections. Section I, Election dates. Clause I. There shall be an ASUO general election held after the third week and pri or to the seventh week of Fall, Winter and Spring term. The general electoin shall be preceded by a primary elec tion. Clause 2 The Vice President of the ASUO shall be respon sible for selection of the spe cific dates for the elections subject to the approval of the Senate. Section II Tenure. Clause 1. The ASUO Presi dent, Vice President, five sen ators-at-large, the sophomore, junior and senior class presi dents, vice presidents and senate representatives, the two unmarried off-campus representatives, two upper class dormitory representa tives, the cooperative repre sentative, the fraternity rep resentative, the sorority rep resentative, and the married student representative shall be elected during the Spring term general elections and shall serve until their suc cessors are elected at the next Spring term elections. Qualifications for Voting. Clause 1. Each student is elig ible to vote for candidates seeking election for the fol lowing: 1) ASUO President and Vice , President 2) Fifteen senators elected at j large 3) The officers of the voter’s academic class; and 4) The representative from the living group classifica tion in which he declares his intention of residing the suc seeding Fall term. Clause 2 Each foreign stu dent is eligible to vote for the foreign student represen tative. Section IV. Replacement. Clause 1. The vacancy of any office elected under this con stitution shall be filled during the next ASUO election ex cept those filled by special election as provided for un der recall and the filling of the vacancies of the ASUO President and Vice President. Article IV. Recall. Section I. The electorate shall have the power to recall an ASUO officer or senator: Clause 1. By petition setting forth that the signers thereof are in favor of recalling the specified officer or senator, and such petition shall con tain the signatures of not Traffic Court... ('Continued from paqc I) cle by presenting a request for a parking permit or auto registra tion at the physical plant office The University is now giving $10 tickets to all cars without some type of registration. The registra tion or parking permit must be displayed on the left rear bumper of the car or on the rear of the scooter. If a permit is purchased and not properly displayed the owner is still liable for a ticket. Five Stickers Available Five types of stickers are avail able for registration. One is a student parking permit which is green, labled “P,” and costs $5 for the school year. The permits allow parking in University owned parking lots marked “A-P.” These permits are for students who live more than one-half mile from campus center (or Johnson Hall). Anoiner so sncicer is tne stu dent dormitory parking permit marked “D.” This optional stick er is available only to dormitory residents. Students with “D” stickers may park only in lots marked “D.” The faculty receives free white stickers labled “S” which permits a full time instructor or staff member (with a 40 hour week) to park in any lots designated “S” or “A-P,” except when otherwise restricted. Staff Tag Free The staff assistant’s free white tag is marked “A.” This permit enables all assistants with the tag to park in lots marked “A-P” but not lots marked “S.” The third type of student stick er is yellow and is labled “R.” This sticker is free but does not permit the use of parking lots between 7 am. and 4:30 p.m. These stickers are mandatory on all student vehicles without park ing permits. An “R” sticker is not a parking permit and the penalty for violation is a $2 tick et. less than 25 per cent of the members of the ASUO eligi ble to vote for the specific officer or senator Such sig natures and membership in the ASUO shall be validat ed by the ASUO Vice Presi dent Clause 2. Upon validation of the signatures and member ship of the signers and mem bership of the signers to the petition referred to in Clause 1 of Article IX, Section I, a special election may be call ed by the ASUO Senate, or in the discretion of the ASUO Senate at the next regularly scheduled election the ques tion of the recall shall be sub mitted to the voters. If % or more of the votes cast at such election shall favor a re call, then said officer or sen ator shall have been recalled. Clause 3. Upon the recall ing of an officer or senator, the ASUO Vice President shall conduct an election at the earliest most feasible time for the replacement of the recalled officer or sena tor in compliance with the election procedures of the ASUO. Enabling Clauses Section I. These constitutional changes shall be put into ef fect through the action of a majority of the ASUO Sen ate. Section II. All officers or sena tors presently on the ASUO Senate shall complete their terms of office, according to Section II. tenure. Article VI, Elections, of the adopt ed amendment, except that the freshman class president elected in the Fall General Election shall serve on the senate until the General Spring Election, 1964. Section III The senators add ed to the ASUO senate by the adoption of their amend ments shall be elected accord ing to provisions of Section II Tenure, Article VI, of the adopted amendment begin ning with the Fall, 1963, ASUO election. Section IV. The women’s off campus senate representative shall be elected in the Fall, 1963 ASUO elections serving until the Spring 1964 ASUO election when she shall be elected as specified in Sec tion II, Tenure, Article VI, of the adopted amendment. On Oct. 28 and 29 the State Board of Higher Education will meet in Portland to discuss the budget cuts. Proposals to meet the effect of the budget cuts include: raising admission standards from a 2.0 to a 2.5; increasing tuition rates 30 to 35 per cent, and reducing spending on maintenance and re habilitation of physical facilities.
