Vote May 27 Constitution Revisions It is hereby moved that the ASUO Constitution be amended as follows: Article IV, Section I, Clause 2, shall read: “An elected repre sentative of each of the four classes." Article IV, Section I, Clause 3, shall read: "Fifteen members elected at large.” Article IV, Section I, Clause 4, shall read: “Two non-voting fac ulty members. These two faculty members shall be appointed by the President of the University. Their terms shall be for two years, except for the first year, when one of the members shall be appointed for a one year term." Article IV, Section I, Clause 12, shall read: “One representative from women's off campus hous ing; one representative from men's ofTcampus housing.” Article IV, Section HI, Clause 2, shall be deleted. Article IV. Section III, Clause 6, shall be deleted. Article IV, Section III, Clause 7, shall read: "In the event of a simultaneous vacancy in the offices of ASUO President and Vice President, the Senate rep resentative shall convene the Senate and carry out the elec tion to select an ASUO Presi dent and Vice President for the remainder of the term of office Article IV, Section III, Clause II, shall be deleted. Article VI. Elections Section I Election dates. Clause I There shall be an ASUO general election held after the third week and prior to the seventh week of Fall, Winter and Soring term. The general election shall be pre ceded by a primary election Clause 2 The Vice President of the ASUO shall be respon sible for selection of the spe cific dates for the elections subject to the approval of the Senate. Section II Tenure. Clause I. The ASUO President, Vice President, five senators at large, the sophomore, jun ior and senior class presidents, vice presidents and senate representatives, the two un married off-campus represen tatives, two upper class dor mitory representatives, the cooperative representative, the fraternity representative, the sorority representative, and the married student represen tative shall be elected during the Spring term general elec tions and shall serve until their successors are elected at the next spring term elec tions. Clause 2. Five senators at large shall be elected during the Winter term elections and shall serve until their succes sors are elected at the next Winter term elections. Section III. Qualifications for Voting. Clause 1 Each student is eligi ble to vote for candidates seeking election for the fol lowing: 1) ASUO President and Vice President 2) Fifteen Senators elected at large 3) The officers of the voter's academic class; and 4) The representative from the living group classifica tion in which he declares his intention of residing the suc ceeding Fall term. Clause 2 Each foreign student is eligible to vote for the for eign student representative. Section IV. Replacement Clause 1. The vacancy of any office elected under this con stitution shall be filled during the next ASUO election except those filled by special elec tion as provided for under re call and the filling of the va cancies of the ASUO Presi dent and Vice President. Article IV Recall Section 1. The electorate shall have the power to recall an ASUO officer or senator: Clause I. By petition setting forth that the signers thereof are in favor of recalling the specified officer or senator, and such petition shall contain the signatures of not less than 25‘r of the members of the ASUO eligible to vote for the specified officer or sena tor. Such signatures and mem bership in the ASUO shall be validated by the ASUO Vice President. Clause 2 Upon validation of the signatures and member ship of the signers to the pe tition referred to in Clause I of Article IX, Section I, a spe cial election may be called by the ASUO Senate, or in the discretion of the ASUO Senate at the next regularly sched uled election the question of the recall shall be submitted to the voters. Upon the recalling of an officer or senator, the ASUO Vice President shall conduct an election at the ear liest most feasible time for the replacement of the re called officer or senator in compliance with the election procedures of the ASUO. ENABLING CLAUSES Section I. These amendments shall be adopted by procedures of the ASUO constitution at the ASUO election of May 21, 1963 I Section II. All officers or senators presently on the ASUO senate shall complete their teims of office, according to Secticn II, tenure. Article VI Elections of the adopted amendment, except that the freshman class presi dent elected in the Fall General Election shall serve on the sen ate until the General Spring el ection, 1964. Section III. The senators added to the ASUO senate by the adop tion of their amendments shall 1 be elected according to ‘he p:o visitions of Section II Tenure, Article VI, of the adopted 1 amendment J>eginning with the I Fall, 1963, ASUO election. Section IV. The women’s off cam pus senate representative shall be elected in the Fall, 1963 ASUO elections serving until the Spring 1964 ASUO election when she shall be elected as specified in Section II, Tenure, Article VI, of the adopted amendment. Flemming pointed to ! this fact as valuable, for he said 1 that this is the first time the state has offered a program of financial j assistance to out-of-state students. Flemming stated that there were no set rules on ‘how needy I is needy’ in response to a ques i tion to that effect, and added, “I wouldn’t want us to develop hard and fast rules. We will do every thing we can to remove financial obstacles ...” In response to the question, “Do | you think there will be enough out of-state students remaining to make up the difference for the 1 rise in tuition,” Flemming said i simply, “Yes.” Students now attending the i University will be given priority for the fee remissions over new ; students, Flemming said. How ; ever, if there was still money in ihe fund after all the claims of present students were satisfied to I the committee's satisfaction, a minimum GPA for new student applicants would be set up. Those coming from high schools would have to have a 3 00 minimum, and transfers from other colleges a 2.75. Deadline for fee remission ap plications is May 27. but Flem ming stressed that this did not mean that those turned in later would not be considered. “Our objective is to get the applica tions processed and let you know before you leave the campus,” and meeting this deadline would make that objective possible, he said. WRA To Sponsor Bicycle Breakfast The Women’s Recreation Asso ciation will hold a Bicycle Break fast Saturday from 8 to 10 a.m. at Hendricks park. Those interested in attending the breakfast should sign up in the Gerlinger dressing room by 5 p.m. Thursday. The group will leave Saturday from in front of the men’s physical education building. Students must supply their own bicycles. There is no charge for the breakfast. Instructor Publishes Essay Peter Mortenson, instructor in English ,has had an essay on King Lear accepted by the Shake speare Quarterly. His paper deals with “The Role of Albany.” JULIE GANDT, a sophomore in music, is one of nine contestants in the Miss Eugene contest. Foreign Students To Hold Banquet A farewell banquet for Uni versity foreign students will be held at 6:3A p.m. today in the Student Union. AU foreign stu dents are invited to attend. The dinner is being sponsored by the Foreign Student Friendship Foundation. Advertising Major Gets Scholarship Larry Williams, a junior in ad vertising. was awarded a $300 scholarship by the Association of Industrial Advertisers at their banquet Tuesday' night. This scholarship is an annual presentation of the club. Wil liams was also presented with a plaque for outstanding academic achievement. Last year’s winner was Ron Buel, former Emerald editor PROFESSOR PUBLISHES Jack Wilkinson, professor in the School of Architecture and Allied Arts, and other University authors and former students are included among contributors to the current issue of Insert maga zine, an active anthology' of the arts. Edited by University graduate Vic Flach and printed in London by Villiers press, the 150-page volume is available at the Univer sity Co-op Bookstore.
