DavalSer Haitian Dictator Supported By \Pistol Packing Force By PHIL NEWSOM UPI Foreign News Analyst The black-skinned, white-haired president of Haiti is a physician turned-dictator who perpetuates himself with the aid of a pistol packing force called “Tonton Ma coute.” Francois Duvalier. product of an African - French - Indian ethnic background, has even been known to strap on a pistol and do some ot the shooting himself. The terrorist Tonton Macoute, which means “bogeymen." is made up of bully boys who swag ger through Port Au Prince in blue jeans and sport shirts, look ing out for "Papa Doc’s” inter ests. They reportedly are adept at all forms of persuasion from “vol untary” contributions for Duval ier’s personal projects to torture for his enemies. There are about 10,000 of these “bogeymen” in Haiti, as com pared with the little Caribbean country’s army of 5.000. Duvalier has systematically stripped the army of its best officers since he first took office in October of 1957. Duvalier currently is observing a "month of gratefulness” for a bit of political sleight-oi hand he executed two years ago. He de clared himself re-elected to a new siv-year term two yea,-s before his old term was to have c'pil ed tne middle of this month (May). Mounting violence in the Hai tian capital city has accompanied the approach of that date An outfit calling itself the Uni ted Revolutionary Forces has an nounced that on May 15th it will carry out a "dry cleaning" opera tion against the 56-year-old "ty rant-voodooist” Duvalier. Haiti has charged Dominican Republic connivance in an assis sination plot against "Papa Doc," he likes the peasants to call him that, a nlot which failed hut b'd to the deaths of a chaeuffeur and two bodyguards watching over Duvaliers’ children. The U S. embassy officially has warned some 1500 Americans to store up food and water and stay off downtown streets. And al though some easing is reported, the situation remains potentially explosive. The Haitian government has pressed a hate campaign against both the United States and the Dominican Republic. About a year ago, indicating its obvious distaste for Duvalicr, the United States cut off its Hai tian aid but has remained in a quandary since over what further action might be taken. The Duvalier regime represents the very opposite of the demo cratic ideals pursued by the Latin American Alliance for Progress. Duvalier is in some respects like the late Dominican dictator Tru jillo who ruled the rest of the island of Hispaniola with an iron hand for 30 years, until he was shot to death two years ago. Like Trujillo, Duvalier has his name plastered all over Haiti, proclaiming himself to be the “pacificateur .” What to do about Duvalier is a knotty problem. Extreme action against Haiti might only further the misery of its four million in habitants whose living condition already are among the worst in the world. The celebrations are scheduled to b ‘gin shortly in R**d Square Visiting Premier Castro, a hero in the eyes of Russians, is honored guest at the celebrations. The American embassy in the Red capital did not say why Koh ler and his staff had decided to boycott the ceremonies, but it is apparent that the presence of Castro weighed heavily in the de cision. This will be the first Russian May Day boycotted by the Ameri can diplomatic corps in Moscow since 1933, the year the U.S. es tablished relations with the Com munist government.
