New Premier
Named in Italy
ROME, May 16 (AP)—Frances
co Saveric Nitti, 79, pre-fascist pre
mier, was designated Friday to try
to form a ne wgovernment to wres
tle with Italy’s economic problems.
Ill, enfeebled, and almost a crip
ple, Nitti had only his 27 National
Democratic Union adherents in the
555-member constituent assembly,
plus the prestige of an elder states
man long regarded as a financial
expert to uphold him as he accept
ed the mandate from Provisional
President Enrico de Nicola.
Coalition Wanted
Undermining his position, appar
ently, was the repeated declaration
of Communists and Socialists, sec
ond and third largest parties in the
assembly, that the new government
should be based on results of the
elections of last June. By leftist
reckoning that would be another
Christian Democrat - Socialist -
Communist coalition such as Al
cide de Gasperi’s which broke down
Tuesday.

I Porter, who headed the American

only shatter the structure of the j
United Nations but would in addi
tion confront democratic powers
with an impossible dilemma.”
“This cannot be permitted to hap
pen,” Porter said in a speech deliv
