SU W OFDREGOH HEKLTH IS PREPARED Education of Defectives Is Asked of Legislature. CARLISLE GIVES REPORT Large Number of Insane List V ed; Many Delinquent. I The Oregon state survey of mental de fect, delinquency and dependency made at the request of the legislature, has just been completed by Dr. Chester L Carl isle, United States Public Health Ser vice director, through the University of Oregon extension division. The suggestions for desirable legisla tion, as given in the survey, are based on information received from Oregon citi zens, and upon researches made by the survey. The report suggests that teach ers list the names of all children under her supervision, who show a retard in work, and present this list to the local city or county. Superintendent, who in turn reports to the county judge, who takes the necessary steps to insure relief. These children should be placed in insti tutions best suited to care for them, and “should receive the benefits of such spe cial education at the special schools maintained by the state for the educa tion, care, treatment and training of the blind, deaf, crippled, or otherwise men tally or physically handicapped.” Other children partially handicapped should In entitled to relief. Medical Aid and Tests Urged. The report further suggests the strict enforcement of truant and transportation laws for rural schools. Community health clinics, medical aid to children, and tests are suggested to determine ii itlier meth ods used to educate the child. The summary of the survey shows in the state a total of 3859 insane, 05(1 men tal defectives, 2834 delinquent,'2525 de pendents, exclusive of the dependent poor on the poor farms. “There are 29,555 complete or partial dependents in the communities and vari ous institutions of the state at the time of the survey. A conservative estimate based on intensive studies shows that not less than 10 per cent of nil actual depend ents show definite mental defect, mental disease or mental disorder,” says the re port This detailed statistical report also lists the number of delinquents, depend ents and mentally defective persons in each county, and the type of handicap, ns blindness, deafness, insanity, tuberculosis and the other innumerable types of phy sical and mental handicaps. Success Is Aim of Report. The purpose of so detailed a report is fully described in paragraphs taken from the “Forward” of the report, and reads as follows: “Upon the attainment of high standards of public health rests in great degree the happiness, efficiency and suc cess of the citizens of every state, and through them, the permanency and glory of the nation. “To reach the maximum in uchieve .ment in all matters relating to commun ity, state ami national health it is ne cessary to recognize and accurately de termine all those factors of et viron erient and industrial life, as well as men tal und physical defect, disease or disor der, which, if left to continue their ma lign influence without change or amelior ation will at length undermine the health of our people und the high aspirations of our country. Cause of Disease Shown. “The citizens of Oregon through their representatives in the legislature have shown themselves awake to the dangers always threatening community life and growth, by their request for a survey of the state to ascertain the basic causes of mental and physical disease or defect, and the relationship of such disorders to dllinqueucy and dependency.” This survey presents “certain funda mental causes of subnormal conduct, in efficiency, delinquency, with suggested recommendations as to ways and means for their relief, with the hope that the facts contained in the survey, collected without the expenditure or state appro priations by the voluntary efforts of the citizens of Oregon will assist the state government to advance its already high ideals of citizen health and community standards of living.” In closing the survey. Or. Carlisle makes the statement that the University of Oregon could be of assistance to the various state agencies whose functions relate to public health and public wel fare, by the utilization of the various University research departments. The unexpected quiz first made its ap pearance in 1007. The original perpet rator is not known. This custom still prevails in spite of the overwhelming public sentiment against it. (184 faculty to 1604 students gives 1450 majority op posed.) Talk about establishing the honor sys tem dates back to 1007. In 1005 there were 8,1 women and 178 men students in the University of Ore gon. "The Order of the ‘O’” was formed in 1008 with 15 charter members. It now has-. The order is composed of men who have won their letter in some major college sport. “Piggin’ ” dates back to 1005 when a swain living in the dormitory was en amored of a damsel residing on a farm near Springfield. Each Sunday he made 1 a pilgrimage to this shrine. His friends began making solicitous inquiries about the farm, and the various kinds of live stock and especially the pigs, with which the farm was well supplied. By various steps the term “piggin’ ” caine to be ap plied to his visits. The word has never been formally adopted by the department of English. No underclassman is allowed to wear white trousers on the tennis courts. Cause unknown. What was -known as the “water bag era” at the men’s dorm rose and fell in 1009. This sport consisted of filling a paper bag full of hot water and dropping it from a great height upon outgoing and incoming traffic. The resulting explo sion and damage to wearing apparel, and the difficulty of locating the bomb throw er, made this especially entertaining.
