The program will be under Air Force control. Defense Secretary Robert S. McNamara announced the proj ect at a surprise news confer ence. He also confirmed that the Air Force's Dyna Soar manned spacecraft project will Do cancelled as of Dec. 15 Known as MOL the manned orbiting laboratory will bo "the size of a small housetrailcr." McNamara said. It was de scribed as an expanded effort to learn the military usefulness of men in space. MaNamara drew a sharp dis tinction between the Air Force project and the Apollo moon' landing program of the. civilian space agency, the National Aer onautics and Space Administra tion. " .. . .' He said NASA has no similar project now underway. Its manned space program is en tirely related to putting men on the moon. "Ours is directly related to potential military requirements I emphasize potential, Mc Namara said. He said that by canceling the Dyna Soar, which would havo flown in 1805 or I960, and em barking on the larger enterprise the Pentagon would actually save $100 million in military space expenditures in the next 18 months. This appeared to be largely because the orbiting laboratory would fly later and the heavy expenditures thus would not come so soon. The MOL will be designed, McNamara said, so that astro nauts will be able to walk about freely inside it without saacc suits while orbiting 350 miles or less above the earth for periods of two to four weeks.
