JOE HOWELL, son of Mr. ond Mrs. J. L. Howell,
has joined that distinguished fraternity of scouters
who have earned scouting's highest honor for boys,
the Eagle award. The youth received the badge in
ceremonies staged Wednesday night ot the Court
house. Mayor Thomas Garrison made the presenta
tion. Above, Howell displays the badge. His uniform
is adorned with merit badges which. were earned as
various scouting projects and assignments were com
pleted. Twenty-one merit bodges are required for
Eagle rank eligibility. Howell, o Roseburg High School
student, has been a member of Roseburg Lions Club
Troop 92 since November of 1958. The second
