(Editorial fa Page 4 The News-Review FRIDAY, NOVEMBER 1, 1963 Rose Street Mall Is Good Idea It is apparent that Roseburg city councilmen have not yet warmed up to the proposal of developing a park ing mall on the half-block section of property east of SE Rose Street be tween Washington and Oak avenues. This was indicated at a recent City Council meeting when the coun cilmen side-stepped an administra tion recommendation that options be taken on the property involved in the proposal, which would allow future council discussions relating to prop erty values and legal methods of ac quisition. - It would be unfortunate if efforts to provide an off-street parking pro gram for the central business district should bog down at this point. The off-street, parking matter has been butted around for a long time, and it, is time some concrete action is tak en. City administrators have devoted considerable preliminary study to the Rose Street, parking mall idea. The plan had been' shown to be feas , ible, a- financing arrangement has been tentatively worked out for .ac quiring the property, and the propos al fulfills the long range goals for off-street parking advocated by the Roseburg Chamber of Commerce.' The financing plan calls for. ac- , quiring the property through lease-' purchase or land sale contract. Ac quisition costs would be handled sole ly from revenues derived from on- street parking meters and off-street parking meters on the proposed park ing mall itself. Some councilmen have indicated a preference for setting up smaller off-street lots at strategic parts of town rather than developing the larg er mall. The desirability of providing off street parking at several parts- of town cannot be disputed. Indeed, this should be the long range goal in downtown development. But estab lishing parking facilities on a scat tered, piece-meal basis as the council has suggested ' is not the solution, v;-'.' r -. V-v '.,'' Since the City Council has assum- ed some responsibility, in connection with planning and developing down town parking facilities, it should pro ceed to develop a program that is adequate and fills the nocds. The Rose Street parking mall is a step in the right direction. Future busi ness growth ,in. the central business ;,- . ;'' THE LIGHTER SIDE: area may well necessitate other off street parking installations of this type at other locations in future years. For the present, the Rose Street property is a logical and highly de sirable site. Also, it is immediately available and can be developed at low cost. Moreover, the Rose Street park ing mall is desirable in that it meas ures up to recognized criteria for off street parking success. To mention a few, the site would provide ade quate space, good visibility, good lo cation and good pedestrian connec tions. City administrators have pointed out that a fatal flaw in downtown parking -is often inadequate space. The proposed parking mall would provide about 90 parking spaces. The experience of other cities has shown that the larger and more centrally located parking facility is more suc- cessful than an assortment of scat tered lots. It has been pointed out parking is generally self-advertising at shopping centers since it is right out in front. In a business district, parking lots tend to be hidden in the back of the block and are difficult to locate. The proposed site offers excellent visibil ity for shoppers as they come into the center of the business district. Experience has also shown that second and third class locations hurt downtown parking. Nothing is gained by developing inferior locations for parking, even if such locations did provide a more equitable distribution of available parking. The parking mall under consideration is close in, abuts on retail stores fronting Jack son and provides good auto access for entry and exit. As far as pedestrian connections are concerned, the site provides op portunities for access to businesses through rear entrances and provides easy access to Jackson Street by way of Washington and Oak. . ' '. The, parking . situation in Rose burg's downtown business district is already a problem and promises to get worse. The city now has an op portunity to resolve this problem. The Rose Street pnrking mall is a good proposal. The council should proceed with efforts to acquire this property while it is still available. No further time should be wasted.
