Army Carps of Engineers has told Portland officials a stadium should not be constructed at the Delta Park site in north Portland unless the area is filled and dikes im proved. District Engineer Col. K. S. Eisiminger and flood control sec tion chief Vernon Jones told the Delta Park Commission recently the area was vulnerable to another flood such as the one which wiped out Vanport in 1948. The commission was urged to raise the ground level at the sta dium site before starting construc tion. Col. Eisiminger said there have been "very few changes" in the levees since the 1948 flood.
