In no event, however, shall the payment rates for each quarter be less than the base rales as stated above. When the adjusted rates by species are lower than the base rates, the difference between the total dollar value of the timber cut at adjusted rates and at base rates will be recorded for each species. The stumpage rate, for a species will not be increased above the base rate until the subsequent ad justed rates above the base rale will develop an accumulated total dollar value for the species in ex cess of the recorded accumulated difference for all species, Scaled bids will be publicly opened and posted, at the office of the Forest Supervisor, at 2:00 P.M., on Aug ust 20, 1963. Smoking Gets Cancer Blame I'OKTl-AN'D (ITI, A million tccnuKPrs alive today will die of luim cancer before they are 70 as a result nf ciuarette smoking, Dr. , Alton Ochsner said here. Dr. O.schsner. a surgeon and emeritus professor of surgery at t Tulane University, is here to ad- i dress the Northwest Cancer Con-! fcrence which ojiened today. He scored doctors, priests, par ents and teachers for failing to accept their responsibilities about ciearette smoking. He said the teenagers would die in time "from a disease which is preventable." "If we said fallout would kill that many, you can be sure that something would be done about it and done right now." He said lung cancer was almost nonexistent 30 years ago. It is ; now the most frequent of cancers. He said next year more people will die of lung cancer in this country 1 than from automobile accidents, i Dr. Ochsner said he had no doubts about the evidence against cigarettes. He said the over-all drain rate from all causes is 105 per cent higher among cigarette smokers than non-smokers The death rate from lung can cer is 8o0 per cent higher, he said. ' He recommended that America and Great Britain curb cigarette j advertising of "manliness. . strength and virility." and adver tising which can reach young people.
