Wilson of Tiller and his entire Cow Creek District crew are justifiably proud of the Three Horn Forest campground being developed about 12 miles southeast of Tiller on Highway 227. Although only a small portion ot the proposed four-acre site is ready for use, it is expected to fill a need for a public recreation area along the scenic paved route that con nects Interstate 5 with the Crater Lake Highway, Wilson said. Cow Creek District covers ap proximately 161.000 acres and stretches from Hershberger Moun tain near the boundary with the Union Creek District of the Rogue River National Forest about 19 air miles north of Prospect to the area including Goolaway Gap just across the Jackson County line about 13 air miles south and 7 west of Tiller. I'oole, fire control officer of the Cow Creek Ranger District at Tiller and longtime Forest Service employe, when he talks about the Three Horn Forest camp. Because ne is unassuming, one must learn of Poole's part in the project from others. Fact is, there probably wouldn't be such a place today if he hadn't nurtured an idea and kept it alive through setbacks and disappointments. Walking Anthology A virtual walking anthology of historic anecdotes about the Ump- qua National F'orest and the Cow Creek, Jackson Creek, South Ump qua and Diamond Lake areas in particular, I'oole has covered a good part of the country on foot or with saddle horse and pack train when remote lookouts and guard stations were supplied and trails maintained without neneliti of mechanized equipment. Now his duties take him over some of the same country on improved roads by motor vehicle or on trails by MerrypacKcr. Because he loves the Water System Ready For Current For the first three seasons of Its existence, Three Horn Forest camp had no water available at the site except what could be dip ped from nearby Mitchell Creek. Ready for the current season, how ever, is a Dranu-new chlorinated water aystcm. The entire system required to bring piped water to the camp ground represents a considerable undertaking in hand labor and investment of funds, the latter be ing the critical factor. Mitchell Creek, which heads In the vicinity of Three Horn Moun tain from which tho site takes its name, provided the source of wa ter. It flows along the west side of the campground, but in order to tap it satisfactorily, a dam had to be constructed some distance upstream and across the highway trom tne camp. Work Begins Under direction of Ira B. Poole, crew of Forest Service workmen headed by Vernon (Mac) McGin nis of Tiller as foreman, undertook the laborious task of transporting rock and cement by wheelbarrow over a trail to the dnmsite, a dis tance of some 230 feet from the nearest point reached by truck. The creek was temporarily di verted to a nearby channel while a dam, meiisui'ing some 12 feci wide and four feet high, was built. Through it was placed a section ot 18-incli perforated pipe and this wna surrounded with fine river gravel to filter out foreign mat ter. Water was piped from the dam to a 730-gallon cement tank about 400 feet downstream. To provide cover for the open tank, a wood structure was built which houses the chlorinating equipment. From there, a one-inch plastic pipe carries water some 1.000 feet to the campsite. Equip ment loaned by the city water de partment of Myrtle Creek was used to drive a metal pipe beneath Highway 227 to carry the plastic installolion safely under the road way. That site is at Devils Flat about 16 miles east of Azalea, reached by a blacktopped road intersecting Interstate 5 near that community. Progress Slow A salvage sale in the Three Horn area in 1938 was planned so that skidroads provided roadways for the future campground, the ranger explained. Progress was slow for improvements could be made only when funds were available. By the fall of I960, four picnic tables with fireplaces and a pair of restrooms were completed. The next two sea sons saw continued improvements, but the newly completed chlorina ted water system and surfacing of the driveway and parking areas with 650 yards of crushed rock in outdoors, he likes to see others have an opportunity to enjoy camp ing and picnicking, and recreation al development by the Forest Serv ice has become one of his prime interests. In recent years, tourist travel lias increased along Highway 227 and many travelers . stop at Tiller Ranger Station seeking information about campsites and other recrea tional possibilities. Except for the county park near Canyonville, no public camping or picnicking spot existed for the 50-mile distance be tween Canyonville and Trail. The Poole home, being nearest to the ranger station offices, received the brunt of evening and weekend inquiries, and it was with increas ing sadness that Mr. and Mrs. Poole saw inquirers return to their cars to continue wearily in search of a campsite. Tract Provided Finally, an opportunity for land exchange between the Forest Service and O & C provided a 50 acre tract with enough level ground suitably located for development as a public campground. Camp Beckons Recreation recent weeks have made the fa cility better equipped to serve vis itors. "Our long-range plan calls for a total of 29 units, including individ ual campsites, group picnic area and trailer parking loops, if use of the facility justifies sucb expan sion. The somewhat isolated loca tion, being about 500 feet from the highway, offers relative freedom from traffic noise and except for the sign indicating the driveway entrance, its existence is not ob vious. Ample space has been pro vided for each campsite and as natural shrubs that fell victim to leveling operations begin to re appear, they will create a privacy screen," the ranger explained. ' Scenic Attraction "Although no fishing opportunity exists in the immediate vicinity, summer vacationers can find di ity was there, and the project be came Poole's special pet. Picnickers and camp ers found their way to the site long before improvements were completed on even the first few campsites. A rustic sign, designed and made by Poole, was mounted on a native stone base across the highway from the driveway en trance to identify the location.
