The President sent the House and Senate two bills designed to help assure the public that can didates for high office have not mortgaged themselves. The Kennedy proposal, similar to one suggested last year,Kwould: Offer a federal income tax credit for half of an individual's contributions up to a maximum of $10 in credits a year. As an alternative, allow a tax deduction for political contribu tions up to a maximum of $300 per tax return per year. The second Kennedy bill would remove "existing unrealistic sta tutory ceilings" on contributions for president and vice presidential candidates. It also provided that reports be "required of individuals and families contributing or spend ing, singly or in combination, $5, 000 or more per year in the ag gegate" in connection with pre sidential or vice presidential cam paigns. In letters transmitting legislation to Congress, Kennedy said the means by which political cam paigns are financed "have troubled thoughtful observers of tiie political scene for generations, and the concern has been non partisan." He said prcsesnt campaign fin ancing "has not effectively en couraged small contributions from a very large number of individuals." .1 i A i Laos Cease-Fire Commission Set VIENTIANE, Laos (UPI) Neutralist Premier Prince Souvan na Phouma returned to Vientiane late Tuesday from a meeting with Pathet Lao leader Prince Souph anouvong and said a "mixed com mission" will be set up to work out an effective cease-fire. The premier said that the "mix ed commission" will discuss a more stable cease-fire arrange ment than at present between the pro-Communist Pathet Lao and Nqutralist forces led by Gen. Kong Le. Souvanna said that at the next meeting scheduled for Thursday he hoped the basis would be es tablished for "safeguarding the present coalition government." Souvanna, avoiding any opti mism, said he informed Gen. Kong Le of the plans on his way to Vientiane. Souvanna flew to Khang Khay in the tense Plain of Jars region to discuss a "general plan" pro posed by Souphanouvong to pre vent civil war and preserve tha shaky coalition. Members of the International Commission, sat in on the talks at Khang Khay. 11 Santa Fe Dispute Waits Settlement On Featherbedding CHICAGO (UPI) The dispute between the Santa Fe Railway and the Brotherhood of Railroad Trainmen over remaining work rule changes Tuesday awaited set tlement of the nationwide rails dis puatc over featherbedding. U.S. District Judge Julius J. Hoffman Monday tied the Santa Ke controversy to the nationwide dispute and halted any strike against the line until the national question is settled. Hoffman granted a temporary injunction which in effect con tinued a temporary restraining or der barring a strike by 3,000 mem bers of the trainmen's brother hood against the Santa Fe's east ern and western divisions. The trainmen and the Acheson, Topeka and the Santa Fe have disagreed for several years over proposed work rule changes. Many were settled. Among those remain ing unsettled are crew make-up, guaranteed pav for yardmen, and proposed changes in computation of pay for trainmen in depots. Five operating brotherhoods have engaged in dispute with the nation's 195 Class I railroads for four vears over proposed sweep ing anti featherbedding work rule changes that would eliminate the jobs of thousands of workers. Hoffman said the two controver sies were enough alike that the trainmen should delay their walk out auainst Santa Fe until the larger dispute is settled.
