Thur., Apr. 25, 1963 Senate Liberals Object To New Satellite Firm WASHINGTON (UPI)-A small band of Senate liberals waged a last-ditch fight today to prevent confirmation of the 14 founding officers of the Communications Satellite Corporation. Despite their determined oppo sition, the Senate was expected to end the two-day debate by ap proving the 14 men named by President Kennedy to set up the new company . created by Con gress last year. The battle centered around the issue raised by the liberals of whether the Senate bad the con stitutional right to give its "ad vice and consent" to officers of a private corporation organized for profit. Sen, Wayne Morse, D-Ore., spoke . for more than two hours on the constitutional issue before the Senate recessed Wednesday night. . He warned that Senate con firmation of "these private busi nessmen" would "mislead inves tors" who buy stock in the cor poration into believing that it is a government agency. Morse said Congress . never intended it to be when it passed the bill creating the government-regulated, pri vately owned company, which eventually will operate a global commercial communications . sys tem. Farm: Party pressures and politics plunged the House into a confusing, topsy-turvy struggle over - farm policy. The question was whether the House should approve today or sidetrack for at least a month a bill to ex tend for two more yeara federal payments to growers of corn and other feed grains to induce them to curtail surplus plantings. Ad ministration strategists felt that the timing of the feed grain bill's enactment could prove decisive in helping to persuade wheat farmers to accept the controver sial new controls Congress enact ed last year, i Sivinas: Congress was told Wednesday that the Kennedy ad ministration will soon request stand-by authority to control divi dend rates paid on savines ac. counts by savings and loan asso ciations. . British Say Soviet Subs Are Powerful GENEVA (DPI) - Britain told the 17-nation Disarmament Con ference Wednesday the Soviet Un ion has submnrine-borne rockets as powerful as those in U.S. Polaris submarines. British Minister of State Joseph B. Godbor quoted from an article in the Soviet army newspaper. Red Star, to back up his claim that the Russians have powerful rocket-firing submarines now in operation. The article, signed by a Capt. I Mamycv in the April 4 edition of tne newspaper said, according to Godbcr, that Soviet submarines "armed with long range rockets among other things and with nu clear warheads of great power." The British delegate quoted the article in the course of a speech asking the Soviets whether they envision such submarines being kept over into the second stage of disarmament. The Russians currently claim all but an "agreed number" of nuclear delivery vehicles should be destroyed in the lirst stage, but have not said how many or what kind of vehicles should be held over. Soviet delegate' Semyon K. Tsarapkin did not reply to 'God ber's probing over the Soviet vagueness on their holdover plans. Instead, he said the West's "si lence" on them is "obstructing the coherence and making it mark time." He charged the West "wants to keep rockets aimed at Soviet cites because it feels this gives it more security." 1481 N. E.
