Central Lincoln PUD Sells Bonds With an effective interest rate of 3.293 per cent, Harkness and Hill, Inc., of Boston, Mass. was the ap parent low bidder for the purchase of $500,000 in revenue bonds of fered for sale by the Central Lin coln People's Utility District. The Reedsport district is served by the PUD. Bids were opened during a meet ing of the board of directors at the main building in Newport last week. Forrest A. Albright, presi dent of the board, said the direct ors were well pleased with the re sponse received from the bid in vitation of March 7. Ten bond buy ing conerns submitted five bids, the lowest being the Harkness and Hill bid. "This bid," stated Albright, "is considered very good, and repre sents the high level of confidence in the financial operation of the PUD held by bond buyers all over the country." The bonds offered for sale are the first of the $2,254,000 issue authorized by the voters of the district in May, 1962. These bonds are paid from revenues of the dis trict, and cannot be paid from taxes or become a lien on prop erty within the district. Funds au thorized from the sale of this is sue will be used to finance the PUD construction program. Roseburg Firm Files Incorporation Papers Articles of incorporation have been filed in Salem for Mark's Hardware & Sporting Goods, Rose burg. The papers were signed by local attorneys Edward M. Mur phy and Spencer W. Yates, local attorneys, and Ann Picanzo. Singing Commercials Made By Trio Of Roseburg High Wayne, Scott and Mary, Rose burg High School trio, who have been making quite a name for themselves in the singing field, were retained by New Service Laundry and Dry Cleaners to re cord singing commercials to be used on local air media. The singers are Wayne Tyler, son of Mr. and Mrs. Leonard Ty- West Coast Airlines! To Change Flight Times Effective with the change to Daylight Saving Time, West Coast Airlines, Inc., has announced a time change in scheduled flights. The airline is moving its north bound morning flight ahead one- half hour. Flight 304 will depart from the Roseburg Municipal Air port at 7:01 a.m. -Along with this change the com pany will operate one-half hour earlier on its first flight from the north. West Coast Flight 305 will arrive in Roseburg at 12:26 p.m. and depart southbound to Medford a 12:29 p.m. The northbound flight 322 will depart from Roseburg at 2:39 p.m. The time change will not affect the late evening flight to North Bend. Plumber's Association Sets Coos Bay Conclave The annual convention of the Or egon State Plumbing Contractors will take place May 16, 17 and 18 at Coos Eay. The session is open to all firms engaged in plumbing and pipe fitting. Among subjects for discussion on the agenda are new regulations that will be en acted by the Oregon Legislature. Buys Building Used By Pay Less The Roseburg Plaza Co. an nounced today it had purchased the building presently occupied by Pay Less Co. in the 600 block of SE Jackson St. Spokesman Richard Harper of Portland said negotiations are now under way with two national firms for long-term lease of the down town building. The structure will be remodeled by the leasing com pany before a new company moves in, Harper said. He did not name for: Scott CamDbell. son of Mr. and Mrs. is. H. Campbell, and Mary Beth Hill, daughter of Mr. and Mrs. Dan Hill. They have been singing for many local and regional affairs. Their past activi ties include appearances at the Glide and Roseburg High proms. They have appeared on local television programs and performed for several fraternal groups, style shows and school programs. A spokesman for the group stat ed: "Doing taped songs from or iginal words and music is new and challenging, and we are pleas ed that we would be asked." . When asked whether the group will stay together after graduation from high school this spring, the reply was: "We doubt it because we all want to go to college, and it won't be the same one." Wayne and Scott plan to attend the Uni versity of Oregon and Mary Beth Brigham Young University. "But it is a fulfilling experience while we are together." Mary Beth took the place of Dan ny Fromdahl when he graduated, and with the addition of a femin ine voice they have been likened to being "Roscburg's own Peter, Paul and Mary." Paxson Gets Confidence Seal As Allstate Agent Reeve Paxson, of 999 NW Broad way, Roseburg, has been awarded a "Seal of Confidence" certifica tion by Allstate Insurance Com panies, regional Manager Charles E. Colbert has announced. The certification goes only to company agents who have dem onstrated outstanding ability and exceptional judgment in dealing with the public over a long period of time, Colbert said. It is awarded on an annual basis. Paxson has been an Allstate agent since 1956. Phouma Orders Brother To Halt Laos Attacks VIENTIANE, Laos (UPI)-Pre-micr Prince Souvanna Phouma or dered his pro-Communist half brother today to halt Red attacks on Neutralist forces on the Plain of Jars to head off a new civil war in Laos. At the same time, he appealed directly to the members of the International Control Commission to intervene in the fighting. Souvanna Phouma's twin moves came as Neutralist leader Gen. Kong Le was reported massing troops for a counter attack against Communist Pathct Lao forces threatening his vital airfield sup ply link on the Plain of Jars. Low Temperatures Due The five-day weather forecast, according to the Weather Bureau station at the Roseburg Airport, calls for temperatures much be low normal with heavy rainfall and recurring rainy periods through next Wednesday. Highs will be mostly in the 50's and lows in the 30's and 40's. Total rain for the period is expected to be from 114 to 2 inches. He said the remodeling will take place after Pay Less moves into its new store now under construe' tion on property at SE Jackson St, and SE Washington Ave. A Safe way store is also being built on the former Central Junior High School property to make the Roseburg Plaza shopping center. Harper said the late spring weather has held up construction, but he has been assured by the contractor that as soon as the weather improves, the contracting company will turn its full efforts to the job. Harper said the target date for grand openings at the plaza is Sept. 1. ' Roseburg Plaza Co. nurchased the present Pay Less Co. building from the Spaulding Estate through its agent, the Anglo-Crocker Bank of San Francisco, Harper said. It presently leased by Pay Less. Electric distribution circuits serving the south end of Roseburg are scheduled to be converted from 4,000-volt to 12,000-volt operating level this year, completing the pro gram which Pacific Power & Light Co. began two years ago. Phil Quisenberry, Pacific Pow er's district manager, reported the installation of the new transform ers and related equipment will be one of the major phases of the district construction program this year. Irvine Terminal Manager For West Coast West Coast Airlines announces the appointment of Robert T. Ir vine as customer service manager at the Roseburg air terminal. Ir vine replaced LeRoy Scott who was promoted to customer service manager in Sacramento, Calif., In making the announcement, H. E. Wallis, the airline's vice presi dent of sales: advised that Irvine is a 7-year veteran with West Coast and has held a post in North Bend, and more recently in Portland where he was a Senior Agent. Equipment Arriving New equipment has been arriv ing at the company's warehouse for more than a week, and the work is expected to get underway in the near future. The Pacific Power manager re ported two transmission line proj ects are slated for the summer construction season in the North Umpqua River power system when weather permits the com pany to move heavy equipment into the area. The Umpqua work is in addition to the building of the $245,000 line from Winchester north to Oakland, now nearly one third completed. The major Umpqua project Is a $165,000 work program on the 125, 000-volt transmission line from Steamboat to Dixonvillc. This job will replace certain structures along 40 miles of the line, and pre pare it for carrying larger capa city wires the company expects to install in the future for brining additional power from the Umpqua plants into Douglas County. The other project in the upper river area will require the outlay of $62,000 and will provide larger- capacity conductor for the Toketee project powerhouse to the Soda Hotel Hosts Buddists Roseburg was host Thursday night to 37 Japanese women, mem bers of the Buddhist Church of Sac ramento. This initial decision issued by Examiner Robert M. Weston is subject to commission review. If it stands, El Paso could ex tend its pipeline from Eugene 128 miles southward to a new termi nus near Grants Pass, at a cost estimated at $7,693,000. The new facilities would serve California-Pacific Utilities Co. of San Francisco, which would con struct distribution laterals off El Paso's Eugene - Grants Pass line j and extend the main line bSVi miles on southward to Ashland. Under this plan, 16 Oregon com munities would get natural gas for the first time. They are Ash land, Canyonville, Central Point, Gold Hill, Grants Pass, Jackson ville, Medford, Myrtle Creek, Oak land, Phoenix, Riddle, Rogue Riv er, Roseburg, Sutherlin, Talent and Winston-Dillard.
