Plans New Look
At Funds Limit
SALEM (API-Oregon's Consti
tution Revision Commission will
take another look at its recom
mendation to remove the highway
' fund earmarking provision from
the state Constitution.
Under this provision, revenues
from motor vehicle license fees,
fuel taxes and truck levies can be
used only for construction and
maintenance of highways and
parks.
i A member of the commission,
Rep. Clarence Barton, D-Coquille,
' said he would move for reconsid
eration. He had supported removal
;of the clause. The reconsideration
will come when the commission,
; which has finished its policy work,
takes a look at the final draft.
! The commission's action on the
highway fund has become the
' most controversial of its actions.
1 It has been protested by road
j user groups, the Highway Com
mission, and the Legislative Inter
im Committee on Highways. They
fear that highway revenues might
be diverted to non-highway uses.
The revision commission said
that the legislature can be trusted
to spend the money properly. It
j also said that the Constitution
' should not deal with such matters
; as earmarking.
New Highway
Signs Slated
The state Highway Department
will soon be making adjustments
in signing of the different routes of
j Highway 99 through Douglas Coun
ty and the rest of Oregon, accord-
1 ing to Tom Edwards Assistant
state highway engineer.
The state Highway Commission
j has adopted a policy of marking
the Interstate system of highways
j compatible with the recommenda
I tions of the American Association
of State Highway Officials. Brief
ly, this policy is that where the
interstate system is developed sop
J arately from an existing U. S.
numbered route, it will be signed
only for the Interstate route num
ber. Where the interstate system
is developed over an existing U.S.
numbered route, both the U.S. and
the interstate system shields and
route numbers will be used.

signs will be put up on the sec
tion of the old highway between
Anlauf and a point south of Yon-
calla and from the Oakland inter
change south on the old highway
to Canyonville.
Water Official Attends
AWWA Meet in Seattle
Mr. and Mrs. Alton Andrews, rep
resenting the Oregon Water Corp.,
attended the conference of the Pa
cific Northwest Section of the
American Water Works Associa
tion in Seattle last week.
The three-day annual meeting
was attended by 700 water utility
leaders. Topics of the session in
cluded standards for drinking wa
ter and problems caused by new
exotic organic chemicals.
The session also included a visit
to the Worlds' Fair.
Andrews is Roseburg manager of
the Oregon Water Corp.
Myron G. Phillips Gets
Washington Degree
Myron G. Phillips, Roseburg,
Sunday received a bachelor of sci
ence degree at Washington State
University.
Dr. C. Clement French, presi
dent of WSU conferred more than
1,600 degrees and certificates on
Phillips and 1,300 students during
the 66th annual commencement ex
ercises. Edward R. Murrow, direct
or of the U.S. Information Agency
and a member of the class of 1930,
gave the commencement address.
Murrow also received WSU's new
