Duncan said he voted against the bill permitting Multnomah and the four adjacent counties to go on the fast time and could see no reason for the special session. He said only one committee would need to be formed and the Senate could operate with a skele ton staff and without any secre taries. State Police Buy 16 Unmarked Cars SALEM (AP) The Oregon State Police have bought 16 new unmarked cars "to make drivers be a little more cautious. " Supt. H. G. Maison said Thursday. Half of the new cars will be tan colored, while the other half will be silver. "The department has had 16 un marked cars, but they have been easily spotted because they were blue like the other state police cars. Maison said that the depart ment has 200 cars for traffic pa trol. All but the 16 are plainly marked. He said that the new cars would be located throughout the state, with one at each principal station. "We hope this will encourage safer driving by fear of detec tion," he said. "Our purpose is not just to arrest more people." The department has 12 radar sets. It recently bought eight re placement sets of a newer and more efficient model. C. Wallin, club president. Pope Requests Dike Against Bad Films VATICAN CITY (AP) Pope John XXIII called today for a "dike against decadent and insid-i ious motion picture films. The 79-year-old supreme ruler of the Roman Catholic Church de scribed such films as 'a great danger for society, for individu als, and especially for youth." He made his plea in a letter to Archbishop Martin John O'Con nor, rector of the pontifical North American College and president of the Pontifical Commission for Cinema, Radio and Television. The letter marked the 25th an niversary of an encyclical issued by Pope Pius XI warning against immoral films and to encourage production of wholesome motion pictures. Pope John urged Archbishop O'Connor, formerly of Scranton, Pa., to "use every possible means" to strength tne forces of all who are pledged to give positive Christian value to films and to build a dike against dec-1 adent and insidious films." Senate Ag Group Okays Grain Plan WASHINGTON (AP) The Senate Agriculture Committee gave tentative approval Thursday to an emergency one-year wheat program calling for a cutback planting and production on the next crop. Chairman Allen J. Ellender, D La., said the stop-gap program would require wheat farmers to reduce present allotments or plant ing at least 10 per cent. They would then qualify for price supports plus a payment in cash or kind in the idle land equal to 40 per cent of past production. Wheat growers could cut plant ing another 30 per cent and re ceive payments on this equal to 50 per cent of past production. The Senate proposal is similar to one previously approved by the House Agriculture Committee ex cept that the House plan proposed payments of 50 and 60 per cent on the unused wheat lands. The aim of the proposals is to hold the next crop to estimated domestic and export needs. The government now owns a huge slock of surplus wheat acquired under price support programs. Ellender said the senate group voted to delay this year's referen- dum of growers on any new wheat plan from July 25 to August Z He said the wheat plan would be one section of an omnibus farm bill on which the Senate commit tee would continue closed-door ac tion. Roseburg Woman's Club, taken from the club's savings, another clubroom at the YMCA will be completed. The "Y" now has three multi purpose clubrooms, two now com plete and one nearly so. Beta Sig ma Phi City Council was respon sible for furnishing one. the Wom an's Club another. The third, a memorial room, still needs' some equipment. The clubrooms. l!!-by-20 in size, can be used for game rooms, crafts, etc., and each is equipped with a table, 20 chairs, a bulletin board and drapes. The "Y" kitchen still needs fur nishing, with a budget allowance of $2,002. Other projects to be com pleted are the building of a sun deck and black topping the parking area. Wayne Schulz. secretary - man- ager of the YMCA, states that to complete the "Y," a total of $9,800 is the approximate amount need cd. The original sum neceisary for building, engineering and furnish ing was $276,000. Total receipts were $237,800. Actually, $118,200 is still needed, but $28,400 is yet out standing in unpaid pledges, which leaves the $9,800 figure. Entertain ment during the evening was pro vided by the visiting Grange, re ports Barbara Liesingcr, corre--spondent. Recent changes in the Social Se curity law were reported by Ward Watson, legislative chairman. .Floyd Bringlc, agriculture chairman, said grass around the Grange hall had been mowed. Election of a new member, Helen Hodges, was voted at the meeting. The Grange will hold a picnic at the home of 'loyd and Gert rude Bringle, starting at 4 p.m. Sunday, it was announced. Suther lin Community Grange will visit Gunler Grange July 15. Members were thanked by Billie Williams j for cards sent during her recent ' illness. For the literary program, piano and trombone selections were play ed by Barbara Tilrhe, Sandra Wal lis, Ray Wallis and Mary Louse Wilde, members of the AI y r 1 1 Creek Grange. Finland Economists To Visit In Portland PORTLAND (AP) A 10-man economic party from Finland will visit Portland today. The group, which is touring the United States, attended a World Trade Association luncheon Thursday in San Francisco.
