! Timber Co. vice president, testi
fied Tuesday that his firm may
! substitute trucks for rail cars for
I shipments to California if rates
I from Oregon are not lowered.
If lower rates are allowed, he
said, the greater convenience and
lower unloading costs involved in
truck usage would' be overcome.
With newer rates, Arthur added,
three - of Weyerhaeuser's four
large Oregon mills could increase
California shipments.
The proposed freight reduction,
submitted to the ICC by Sl May
20. is mainly opposed by Northern
California mills who say it would
be inequitable.
SP freight rate manager Ed
Larson said the lower rate would
permit Oregon firms to better
compete with California mills and
railroads to belter compete with
truckers for lumber shipping busi
! ness.

Sec. Hatfield Seat Lack
Of Democrat Leadership
BURNS (AP) Secretary of
State Mark Hatfield charged here
today there wa a lack of leader
ship from the governor's office in
offering testimony at the Inter
state Commerce Commission hear
ing in San Francisco on reduced
freight rates.
"The administration has access
to facts and has expert witnesses,
yet it has yet to participate in
the San- Francisco hearings, the
outcome of which means o much
to Oregon, Hatfield, the Republi
can candidate for governor, said.
Earlier in Lakeview, Hatfield
said development of Oregon "will
require master plans with master
follow through with the entire
s'. ite's well-being in mind."
He cited the Winnemucca High
way as an example that ultimate
ly will be a big boon to the entire
Oregon Coast.
Hatfield will finish a five-county
swing tonight with appearances in
Vale, Nyssa and Ontario.
