COLEMAN STOVES 2 burner stondard . . 11.77 2 burner deluxe 15.77 3 burner deluxe 21.77 SALEM (AP) Oregon won't take immediate advantage of the new federal law which permits ex tension of unemployment benefits to workers who have drawn the maximum that is allowed under state law, the slate Unemploy ment Compensation Commission announced Monday. ine commission said that the seasonal pickup in employment makes such an extension unneces sary at this time. But it indicated that next win ter, when unemployment is ex pected to be greater, the commis sion then might take advantage of the new law. ' The commission did. however. decide Monday to take advantage of two minor provisions of the new law. U extended benefits to about 1,500 exhaustees who are either unemployed veterans or jobless former federal employes. The fed eral government will pay all the cost of this part of the program. Permits Borrowing The new law permits the states to borrow federal money to extend benefits to persons who have drawn their maximum benefits, and who still remain unemployed. In Oregon's case, the 26-wcek an nual maximum for drawing bene- uis wouia ne extended an extra 13 weeks. About 24.000 workers exhausted their benefits during the fiscal year which ended Monday. commenting on the decision Gov. Robert D. Holmes said: This does not mean we have permanently rejected the possibil ity of borrowing federal funds for an extension at a later date. Up permost in our minds ii the fact that we can enter into tnis pro- . gram under this new law at any time before April 1, 1953. "With employment now in a seasonal upswing, it appears that this is not the most opportune time to provide additional benefits. We feel it is better to keep the loan . opportunity as money in the bank to help a greater number of people in case of a decline in employ ment during the winter months." Would Reconsider Mrs. Cecelia P. Galey, chairman of the commission, said the com- ; mission would reconsider its de cision when and if economic con ditions decline again. One factor in the commission's decision not to extend benefits to exhaustees in private industry is the state of its finances. The com mission's trust fund now is down to 24 million dollars, compared with 80 millions a few years ago. A flat 2.7 per cent payroll tax on employers, boosted to try to stop the heavy drain on the fund, goes into effect next month. This . rate is about double the average tax rale last year, but in some cases, is nine times as high. The 2.7 per cent rate goes into effect when the fund falls below 531,500,000. The commission attempted early In the year to prevent the fund from falling below that point by borrowing 14 million dollars from the government. But the money was returned after Atty. Gen. Robert Y. Thornton ruled that the state had no authority to borrow it. HI rritphot.
