First Of Three Education Bills Move Step Closer To Legislature Showdown y HICTOR I FOX I SALEM IK The firit of three controversial education bills moved i step closer to a show- iIauth tat Ik r - . I urrgon legislature Tuesday as a legislative commit tee wound up hearings on a "blue print for school reorganization and consolidation. The House Education Commit tee announced it would put a rec ommendation on the measure Lb,ar?ly- Tf mittee hi! held two full scale hearings on IE! tP.ropo"J; recommended by the Interim Committee on Educa tion, and the weight of opinion has been about evenly divided. Tuesday, the House Education Committee heard foes of the bill Main center objections on what they said were "a threat of com pulsion" and the loss of local school district control. Proponents replied the fears were groundless, asserting the bill provides a five-year period for districts to decide whether they want to regroup as a unified dis trict comparable with present first-class district. I The reorganisation plan calls for a convention of school board .members in each county. If a ma jority approved, all the districts 'in the proposed reorganization .would unify. Dennis Lindsay, attorney rep resenting the Riverdale district 'near Portland, said the plan I ought to exempt districts which 'now are operating on sound fi nancial footing. He contended I some districts might be voted out !of existence. I Gardner Knapp, Salem school board member, said a score of schools bad been absorbed volun tarily in the Salem system in re cent years. He said there would i be some dissatisfaction under the I reorganization plan "for awhile," but predicted tax, transportation and other savings would "soon convince them of the soundness" !of unification. I Strong endorsement came from 'school representatives of eastern I Washington County, which has been described as one of the most "distressed" areas in the state. J. O. Johnson. Tigard, former 'State senator, said previous state administrations had "faded to meet the problem. Edgar Grimes, representative of several Linn County farm or ganizations, repeated opponents' contention that reorganization and consolidation usually resulted in a more populous district exerting influence over the smaller dis tricts brought into the unification. RESENT MUSICAL The Boseburg Woman's Club pre sented the latest monthly music program at the Veterans Adminis tration Hospital. The programs are presented for veterans at the hos pital. They are arranged by Mrs. B. W. Maddox. Guests are welcome. Spokesmen for the Oregon Edu cation Assn. and the Oivicon School Boards Assn. urged more "teeth in the bill to prevent a disconnected network of "strag gler" districts over the state. The plan also has the support of the Oregon Congress of Par ents and Teachers. Organized la bor and the Oregon Grange op pose it. Raoo. chief of staff of Barracks 176, Veterans of World War I, has issued a call to all members to attend a legislative hearing in Salem Friday. The hearing on the subject of a joint memorial from the Oregon Legislature to the Congress, con cerning granting of a national char ter for the comparatively new, or ganisation. Rapp aaid he had received a let ter from H. 1. Erirkson, depart ment adjutantat Portland, asking for a representative from the South ern Oregon area at the hearing He asks tnat members wear tneir caps to the bearing which starts at S a.m. in the capitol building. In his letter. Erickson says a big showing of members might "have a big Influence on the Leg islature" toward taking favorable action on the measure.
