Atomic Energy's Control For Peace Seen By Dr. Libby PORTLAND I Dr. Willard . Libby, Atomic Energy Com mission member who addressed Reed College graduates Sunday, said in an interview that atomic energy eventually will be con trolled peacefully and turned into one of mankind's greatest bless ings. Dr. Libby, renominated last week by President Eisenhower for a second five-vcar term as scien tist member of the AEC, said industrial uses of the atom will have wide application and that "isotopes alone will eventually pay for everything." He sidestepped a reporter s question . on whether stockpiled atomic bombs would deteriorate and lose their effectiveness in time. He thought a moment and then replied, "Wo comment." in his commencement address at Reed, Dr. Libby urged the graduates to devote their energies to the scientific field. He said a major problem is finding qualified men to work with peacetime atomic energy development and that this development "especially needs the imagination, talent and energy of the scientist and engineer." Won't Displace Other Power ' He said nuclear tests should continue, but emphasized the need for new research in peacetime usva ui me mum. muiuic power, he predicted, will not displace coal and hydroelectric power, but wifl become an auxiliary source of power. He said it is possible the U.S. Navy might convert in large part to atomic powered vessels, but he doubted that atomic powered automobiles would be developed soon. Dr. Libby praised Reed College as "a symbol of the highest type of undergraduate instruction." Announcement of awards at the commencement disclosed that the 1956 class is one of the top classes ever to graduate there. Nearly a third of the class received fellow ships or scholarships for graduate study. Heat Wave Hits Central States Bv THE ASSOCIATED PRESS A pre-summer heat wave baked a vast portion of the nation's in terior Tuesday from the central -states northward to Canada. Bright sunshine was expected to keep the mercury hovering in the 90s and offset the cooling effect of Pacific air moving eastward. The thermometer soared to 98 at International Falls, Minn., Mon day, the highest ever recorded there. The 101 degree reading at Rapid City, .S.D., though ' not a record, was almost 30 above nor mal. A rising trend was forecast for the Pacific Norlhwest and New England. Another round of 90-dcgree heat appeared likely for the soutnern Rockies, the Southeast and por tions of the Ohio and Tennessee valleys. Temperatures in desert areas of the Southwest climbed as hih as 115 Monday. Phoenix, Ariz., sweltered under 109-degrce heat. Terms For Ending Teamsters' Row Get NLRB O.K. WASHINGTON 1 Settlement provisions aimed at ending Team ster Union labor disputes at four Pacific Northwest ports were ap proved Monday by the National Labor Relations Board. The tentative settlement propo sals were reached about a month ago while an NLRB examiner was conducting hearings on the case. The agreements affecting the port towns of Vancouver, Wash., Portland, Toledo and Coos Bay, Ore. provide that Teamsters and their affiliates will not picket terminals operated by port agen cies and firms in an attempt to force non-union drivers to join the Teamsters. A number of lumber and docking concerns had filed unfair' labor charges against the union. The hearings were recessed while negotiators worked out the settle ment provisions. Companies in volved were at A. F. Lower Co., Molalla; Yaquina Bay Dock & Dredge Co. and Cascadia Lum ber Co., Newport; Central Dock Co. and Pacific Lumber Transport Co., Coos Bay.
