Kinyon Receives Promotion Effective Monday, April 16, 1956 Charles B. Kinyon is being pro moled to plant service foreman for Pacific Telephone Co., in Rose burg, according to Joe Piland, supervising wire chief, Eugene. Kinyon has been a resident of Roseburg for the past six years. He has worked as installer and PBX repairman. Prior to coming to Roseburg, he resided at Kla math Falls and Eugene, having been employed by the Telephone Co. for nine years. He served in the 'field artillery, United States Army as communi cation chief in the South Pacific theatre during World War II. Kinyon resides with his family at 448 W. Broccoli Lane. He and his wife, Donna Jean, have two daugh ters, Sharlene, 4, and Cheri, 2. His new responsibilities include the supervision of telephone and maintenance, Piland said. His ap pointment is due to the increased growth of the exchange, necessit ating an additional plant service foreman at Roseburg. Rey S. Stryker, plant service foreman will continue to be respon sible for mobile equipment, coax ial and exchange cable, PBX and complex services, Piland reports. Deadline for new registrations and re-registrations for the May 18 primary is S p.m. April 17, accord ing to County Clerk Charles Doer ner. Registration for any election closes 30 days prior to the election because poll lists must be compiled at that time, according to law, the county clerk explains. ' Re-registration is required if the person has changed his place of residence or if he has not voted in a state election in the last two years. To qualify as an elector, a per son must be duly registered, a U.S. citizen, 21 years of age, resident of the state six months, able to read and write English and not having lost political rights through conviction of committing a felony crime. A voter does not have to be a property owner. In one respect it is more diffi cult to qualify as an elector in a school election than in a general election. In addition to regular qualifications, persons balloting in a school election must have been a resident within the school district for six months, according to Coun ty School Supt. Kenneth F. Barne burg. School districts conduct special elections according to Oregon school law, except in Portland where elections must be held at regular election time, Bameburg pointed out. Requiring voters to sign the poll book has not been instituted in school elections, but the requirement will ba in effect at the primary and general elections. l AB DELBERT G. UPTON, son of Olon F. Upton, Box 404, Oakland, has entered six weeks of basic training with the U.S. Air Force at Parks Air Force Base, Calif. He is serving with flight No. 137, 3278 basic military training squadron. Ppton entered the Air Force on March 6, 1956. The bid, low of six, came from Allan and Holtbeur, Inc., Port land. Other bids ranged up to $29,700. The survey party will have 75 days to complete the work for the proposed 37 million dollar multi-purpose dam, seven miles upstream from the com-j munity of Blue River in Lane County.
