Bowles, president of the Oregon Izaak Walton League, appeared before a Senate Com. merce Subcommittee considering a bill to revoke the .Federal Pow er Commission's license to Port- Mom! buy land General Electric Co. for con iStmction of the dam. i The license, opposed by the Ore igon fish and game commissions, 'was upheld by the Supreme Court !in a case which attracted wide i attention through the West. I The court held the Power Com- i mission was within its authority i to issue the license inasmuch as the dam would be on federal land 'reserved as a power site. He said the Deschutes River is one of the Lower Columbia trib utaries which Army engineers have recommended be reserved for fish production. Karl W. Onihank of Kugene. president of the Federation of Western Outdoor Clubs, said the 108,000 kilowatts of power which would be produced at Pelton would be only seven-tenths of one per cent of the power output of facitic rsortnwesi power dams ai-i ready built or under construction. ! This, he said, would be a "ra ther insignificant addition" com pared with the loss of recreation al values that would result. Sens. Morse and Neuberger, Oregon Democrats, co sponsors of the bill, urged the subcom mittee to approve it, as did Charles H. Callison, conservation director for the National Wildlifei federation. He said the decision "does endanger state authority in private license proceedings for projects on wholly intrastate, non navigable streams." Morse said he felt cancellation of the license would make possible a fresh start on attempts to use the site for "power and preserva tion of fish runs." "However, if a final choice must be made between relatively small power production and the irreplaceable commercial and sports fish runs, the latter have higher social utility in this area," Morse said. Neuberger said that if it were a choice between developing the Deschutes or a shortage of elec tricity, he would choose develop ment. But he contended that the i choice is not necessary in view of j the vast undeveloped power sites remaining on the Columbia. William N. YVaugh, aide to Rep. Coon (R-Ore), read into the rec jord a telegram from the Jeffer ison County Chamber of Com merce, asking an opportunity to appear in opposition to the hill. Sen. Paslore (D-RI), acting chairman, assured Waugh that Tuesday's session was merely to accommodate Orcgonians now here on other business. He said further hearings would be held, at which all desiring will be given opportunity to testify.
