Ahead In Atomic Arms Knowledge WASHINGTON Secretary , of Slate Dulles said Wednesday he believes the United Slain n in the forefront in atomic arms know ledge. But lie said this n partly a matter of speculation, and this country cannot suspend testa of nuclear device. Dulles said the Kisenhower ad ministration believes it n impera tive to keep in the forefront in this field. . I Mil a dependable plan for dis armament lias been agreed upon, he said, which includes control and inspection of such weapons it is not safe to discontinue tests. The secretary's news conference remarks were in response to ques tions, fly implication, they were a reply to agitation among some Asian nations, India in particular, or an end to tests of nuclear wea pons. Then have been reports from congressional sources the United States will conduct new super 11 homb tests in the I'acific this year. Oswego Man Is Chosen Outstanding Apprentice PORTLAND iyfi Walter llerdt of Oswego is Oregon's "outstanding industrial apprentice of 19.rj.V se lected by the National Assn. of Manufacturers. llerdt is a machinist apprentice at Willamette Iron and Steel, Tori land. All apprentices completing two years of training in any manu facturing trade were eligible for the annual contest. On ' other topics, Dulles made these main poinU: 1. The United States talks with Red China through ambassadors al Geneva have been a disappoint ing failure lo the extent that some of the things -which would make the talks useful have not been done. The conference results in loss of half of Viet Nam lo the Com munists and at the time was con sidered a severe defeat for the Western powers. The question in dicated that the Life article con veyed a Dulles claim that the con ference had in fact been a kind of success for United Slates pol icy. 3. Dulles said the United States would have used whatever military weapons were at hand in action against Red China. WASHINGTON President Eisenhower and Secretary of Stale Dulles Wednesday called fur the , country to wake up to tne eco nomic and social contest with the Soviets in which defeat would be 'disastrous. The call was nude in a state ment which Dulles gave out at a i news conference after checking it with the President. He said Eisen hower suggested its release. The statement wag prepared bv i the U.S. delegation lo the recent U.iV General Assemhiv. I ho dele gation sent it to Dulles who re- viewed it with the President just before Christmas. Dulles said he was giving it out Wednesday, at the President's sug gestion, because this was his first news conference since the mat ter came up. Discussion inane clear nowever. that he hopes the statement will help swing public opinion behind the administration's foreign eco nomic aid request to Congress, The statement said in pari: "The present period in history may one day be recognized as a major turning point in the struggle between communism and freedom. It aooears to be clearly a shift in the cold war, in which economic and social problems have moved to the forefront. 'Members of the I nited States delegation during this General Assembly session were conscious the Soviet Union, elsewhere in the world, was using economic and social collaboration as a means for jumping military as well as political barriers. Examples of this can be found in India, Egypt, and Burma. "We believe the United Slates i must counter these Soviet efforts. ' We can succeed, not by outbidding 1 communism in .sheer amounts of - economic aid, but by making newly independent and newly articulate peoples feel that they can best satisfy their wants by becoming and remaining part of the com munity of free nations. "We welcome more emphasis on economic and educational endeav ors, lor we have a proven exper ience in these fields. "We are in a contest in the field of economic development of under developed countries which is bit terly competitive. Defeat in this contest would be as disastrous as defeat in an armaments race.
