Only Two Agencies Present Comments On Klamath Project SACRAMENTO, Calif. ijf Only two state agencies appeared before the California Klamath River Commission Tuesday to present comments on a tentative draft of a California-Oregon compact for the use of Klamath Kiver water. Sam Leedom, Slate Water Re sources Board spokesman, said his agency approved the compact, but favored a clause giving the two state commission power to regu late pollution, if agencies in the respective states failed to do so. Dep. Atty. Cen. Ralph Scott, representing the State Kish and Game Department, suggested some wording changes to clarify policies agreed upon. The California Farm Bureau Federation asked the compact in clude water reservations for Shasta Valfcy, in the Lower Klamath Basin. Commission members said they felt the terms regulating upper Klamath water utilization would indirectly assure the lower areas adequate supplies. A hearing was held in Salem last week by the Oregon commis . sion to hear comments from agen cies in that state. A California commission source said further hearings probably will be held in April to receive the views of other state and federal agencies. He said it is the hope of the commissions in both states to have a final draft of the agreement siRned and ready (o submit to their Legislatures by late 19.i6. Chinese Turn Over Chu Islands To Soviet Russia TA1PK1, Formosa, w The of ficial Chinese Nationalist Central News Agency, in a report from Hong Kong, said Wednesday the Chinese Reds had turned over the Chu Shan Islands to Soviet Russia as a naval base. There is no way of confirming the report. The agency attributed it to informed sources. The Chu Shans are 90 miles south of Shanghai and 310 miles north of Formosa. Central News reported: 1. The turnover gives Russia a fueling station in the East China Sea, -particularly for submarines and a base for possible operations against the American and Chinese Nationalist navies. 2. Six more Soviet submarines were already based in the Chu Shans, and the air strip on Ting-, hai, the main island, is being con verted into a Russian base under the direction of Soviet technicians. 3. -Russian planes already are stationed at the base. 4. The Chinese Reds are build ing a railroad spur from Ningpo to the coast opposite the Chu Shans as an overland supply line. Bend Man Will Head Forest- Industries Assn. Move Aims At Easing Portland Traffic Snarl PORTLAND ijf In a move to ease traffic congestion in down town Portland during the Christ mas shopping season, the city has banned neht and Iclt turns at 18 intersections, effective Monday.
