'Committee Says i Individual Taxes eed Priority WASHINGTON i - The Com mittee for Economic Development said Tuesday individual income tax rates should gel "first prior ity" in any tax reduction permit ted by a balanced federal budget. While all income tax rates should be cut next year, the CEO said in a tax policy report, "a relatively greater percentage re duction. , , should be made in the middle and upper brackets where extremely high rates are seriously interfering with the in centive to take risks and with the supply and mobility of investment funds." The CED is a nonprofit economic research and education organiza tion with headquarters in New York. The tax report was drawn up by its program committee. If the federal budget situation permits, the CED said, there should be some reduction also in corporate income and excise or sales tax rates.
