The U. S. Circuit Court in Rich mond won the full backing of the highest tribunal. The Circuit Court decision ap- ilied to public beaches and bath louses operated by the City of Raltimore and the Stale of Mary land. The cily and state in a joint appeal urged the Supreme Court to overturn the Circuit Court de cision. A group of Negroes who brought the action asked the high court to reject the appeal and uphold the circuit court. This the Supreme Court did Monday in a brief unsigned order which totaled only U words. It said: The motion to affirm Is granted and the judgment is affirmed." Hie lllDunai also unanimously ignored a request that if it ap proved the Circuit Court decision it shuuld give instruction on how and when to end racial segregation in public parks and playgrounds. This had the effect of leaving Hie question of procedure up to the lower federal courts the same method Ihe high court decided upon in ordering an end to racially seg regated public schools.
