o Bruces Eddy And Penny Cliff Dams Would Absorb Surplus PORTLAND ifi Dams at the Bruces Eddy and Penny Cliff sites on the Clearwater River likely will be recommended to make up for loss o fflood water storage at John Day Dam on the Columbia. That was reported Wednesday at the North Pacific Division of fice of the Army Engineers. The John Day Dam had been projected as a high dam of 292 feet capable of storing two million acre feet of water for flood control. When opposition developed, a re vised height of 262 was adopted. This would store only a half mil lion acre feet. Last month the Board of Review for Rivers and Harbors refused to approve the lower dam, saying it was necessary first to find some substitute storage locations. That rejection was received here only Wednesday. Brig. Gen. Louis H. Foote, North Pacific commander, was out of the city Wednesday, but F. S. Brown, chief of the engineering division, said it was virtually certain that the Bruces Eddy and Penny Cliff sites would be recommended as feasible, where dams could store 3,733,000 acre feet. He said other sites would be named too, but sir.ee the engineers earlier had proposed that Congress approve the two Clearwater sites, it seemed probable they would get the first firm recommendation as storage substitutes for John Day. The John Day Dam proposal, with substitute storage sites, is to be returned to the Rivers and Har bors Board in time for its January meeting. Approval then will allow advance planning on the dam. Funds for that are already avail able. A four-member private utility group has applied for a permi' from the Federal Power Commis sion to take preliminary steps at Bruces Eddy and Penny Cliffs. That was done soon after the Army Engineers issued a report saying thev were feasible. The storage report to the Board of Rivers and Harbors will make no reference to who might build the dams, engineers said. Mrs. Connie Ryan, Mike and Free Enterprise System School Program Sought GEARHART, Ore. 11 Plans for a public grade school program to teach "the basic story of the American free enterprise system" were described at Tuesday's meet ing of the U. S. Chamber of Com merce better business relations conference. Cyril W. Platte, managor of Gen eral Mills public relations depart ment, said his firm has a program aimed a tstudents from kindergar ten through the seventh grade. The program, which covers such subjects as "freedom of choice," "marketing" and "interdependend ence," has passed through nine years of research and now is in the experimental stage, he said. Platte reported that three work shops have been set up to educate teachers in ways of presenting the new subject. Teachers' manuals also have been prepared, he said. S HARRIMAN DATED Delmar; Mrs. ".rtelvina Wodell and Mrs. Dollie Smith and Marlenc, drove to Yakima, Wash., Satur day where Mrs. Smith and daugh ter will spend a week there and a few days in Seattle before flying to Alaska to join her husband. Mrs. Ryan and Mrs. Wodell returned home Monday. Mr. and Mrs. John Abraham and family went to Willamina Monday to attend the funeral of Abraham's grandmother. Orval Beckley attended the Col- oraao-uregon game in bugene last Saturday. Mr. and Mrs. Al Peterson and family of Portland spent the week end at the C. C. Hancock home. At the Guy Cutlip home this weekend were Ruth Ellen Cutlip and guest, Elizabeth Fyroby. The girls are both teachers at the D il ia rd school. Mr. and Mrs. Sherman Cutlip and children and George Smith of Redmond were visitors in Elk ton over the weekend. Christian Women's Fellowship met Wednesday with five children and 17 adults attending. The de votions were led by Mrs. Nettie Compton. I There was a farewell program for Dollie Smith who left to join her husband in Alaska. The ladies honored on their birthdays were Frances Carnes. Averell Harriman of New York will speak at a $5-a-plate, fund-raising dinner for the Democrats in Clackamas County Dec. 22. Howard Morgan, state Demo cratic chairman, announced the date Wednesday, and said the site would he selected later.
