Removing Troops Encouraging Step LONDON W Prime Minister Sir Anthony Eden said here thai Soviet Russia's agreement to the withdrawal of Big Four occupation troops from Austria removes one of the main obstacles to the con clusion of an Austrian independ ence trcaity. "The next step," Eden told the House of Commons, "will be for representatives of the four govern ments to examine, with Austria, the proposals put forward by the Soviet government." It may be "we can now look for ward with greater confidence to I the prospect of fruitful talks with the Soviet Union, he said. The new Prime Minister spoke less than six hours after Riu&sna proposed, in notes handed to the British, French and United States envoys in Moscow, that the Big Four foreign ministers meet with Austrian representatives in Vienna in the nearest future to sign the long delayed Austrian state treaty. Allied officials in London said the West probably will go along with Russia's proposal for such a meeting. Heltzel Orders Trains' Speed Same As Cities' SALEM Wl Public Utilities Commissioner Charles H. Heltzel ordered Tuesday that the speed limits of trains in all cities except Portland be the same as now provided by city ordinances. The order follows a recent Stale Supreme Court decision wliich held that the public utilities commis sioner, not the cities, has the authority over train speeds through cities. The city of Portland has authority to regulate its own train speeds. Heltzel said he would hold hear ings to determine whether any changes in train speeds should be made. President Will Name New Federal Judge Soon WASHINGTON I President Eisenhower will appoint a new federal judge for Oregon soon. Jess Gard, the state's Republican national committeeman, predicted. Gard did not say, however, who the new appointee would be. Judge William G. East of the circuit court at Eugene, has been most prominently mentioned. The post has been vacant more than a year.
