A resolution spelling out the President's power to use U, S. troops to defend the Formosa area. A mutual assistance treaty with Formosa and treaties bringing West Germany into the NATO de fense setup have been ratified. The Senate baa pissed the Treasury-Postofftce appropria tion bill. The Senate bas passed a bill to raise the pay of all federal em ployes 10 per cent. A companion bill is pending in the House Civil Service Commitee. . Awaiting Actien School Censtructiem Bills for federal aid are pending in Senate and House Committees. Statehood: The House Interior Committee has approved a bill to admit Alaska and Hawaii as states. The bill is awaiting clearance by Ihe House Rules Committee. Pay Raises: The House has re jected a bill to raise the pay of postal employes 7.6 per cent, with most members indicating they will support a later bill calling for a 10 per cent 'boost. The House Civil Service Committee is considering a pay hike for all other federal workers. Postal Rates: A bill to raise postal rates is pending in the House postornce Committee. Wages: Senate and House com mittees are considering the bills to raise the hourly minimum wage io interstate employment from 75 cents to 80 cents, or more. Farm Prices: The House Agricul ture Committee has approved a bill to restore farm price supports to 90 per cent of parity; the legis lation is awaiting Rules Commit tee clearance. . Local News Boeing Installs Elaborate Communications System SEATTLE (A The Boeing Air plane Co., has placed an elaborate raaio communications system in to operation at its $5,800,000 flight test center here. A Boeing announcement made here said the new network will keep B-52 Stratojet bomber test pilots in constant touoh with ground radio operators and flight test engineers. It also provides communication with Civil Aero nautics Administration, the weath er bureau, Boeing's Fire Depart ment and pre-flisrht crews. The new system has 35 anten nas, . IS Concern Expressed Partner Plan May Delay Project WASHINGTON I Chairman Engle (D-Calif) of the House Interior Committee here has ex pressed concern that the partner ship proposal of the Pacific Gas & Electric Co. may delay congres sional authorization of the Trinity River project in California. The P.G. & E. has offered to build the power plants of the 225-million-dollar water and power project and pay the federal govern ment 3 Vi million a year for the use of falling water. ' The project authorization biU sponsored by Engle calls for all federal construction and integration of the Trinity development with the Reclamation Bureau's California Central Valley projeot. Engle said the company's offer "can't help but get this project tangiea up in a puouc versus private power fight." The offer was explained to the House Reclamation subcommittee Friday by company officials at the conclusion ot a tnree-aay hearing. . Rep. Miller (R-Neb), ranking Republican member of the com mittee, said he would want to make some comparisons of the company and the Reclamation Bureau proposals before acting. He suggested that Fred G. Aandahl, assistant secretary of the Interior, be recalled before the committee after a more detailed study of the company offer has been made. Engle said, however that he will seek committee action on tiie authorization bill as soon as a date for a meeting can be arranged. The project was opposed yester day by Richard F. Denbo, manager of the Eureka and Humboldt County Chambers of Commerce. The Trinity project is designed to divert about 700,000 acre feet of water annually from (he Trinity River above Humboldt County for use in the Sacramento and Sa Joaquin valleys for irrigation.
