Textual Highlights Listed From President's Message WASHINGTON UH Textual highlights of President Eisenhow er' letter transmitting his annual eonomic report to Congress Thursday: Economic well-being sustains our whole national life. A high and rising standard of living brings to more of our people the opportunity for continued intellectual and spir itual growth. The need of our times is for economic policies that, in the first place, recognize the proven sourc es of sustained economic growth and betterment, and in the second place, respect the need of people for a sense of security as well as opportunity in our complex, indus trialized society. With wise management of the national household, our country can within a decade increase its production from the current and annual level of about 360 billion dollars to 500 billions, or more, expressed in dollars of the tame buying power. The year 195 was on of transi tion from contraction to recovery. . . .The contraction wat relatively mild and brief, because of a vari ety of timely pubnc and private actions. Although manufacturing produc tion fluctuated, total output was fairly stable, and disposable per sonal incom reached record levelt. "" . Some industries and localities suffered from serious unemploy ment. The fortunes of most of them turned for the better when recov ery got under way in the early autumn, and they will benefit from further general economic expan sion. , Instead of expanding federal en terprises or initiating new spend ing programs, the basic policy of the government in dealing with the contraction wis to take actions that created, confidence in the fu ture and stimulated business firms, consumers, and states and localities to increase their expend itures. Th vigor of th recent recov ery .. . holds out th promise that w shall achieve a high and satis factory level of employment and production within the current year. It la essential to keep a close watch on financial developments; continued economic recovery must not be jeopardized by overempha sis ot speculative activity. The wise course for government in 1955 it to direct its program principally toward fostering long term economic growth rather than toward imparting an immediate upward thrust to economic activ ity. ... Our nation's recent history teach es that a foresighted government can do much to help keep the econ omy stable, but experience affords no good basis for a belief that the government can entirely prevent fluctuation.
