Belgrade Taxi Drivers Hope To Stay Non-Nationalized BELGRADE,' Yugoslavia I Belgrade' independent, non - na tionalized taxi driven are lighting a tooth-and-nail battle to stay that way. Their strange weapon: Keeping fares down. 3 Appropriation Bills Go To Ike WASHINGTON Ml Hurrying to beat a midnight deadline, Congress Wednesday passed and sent to the White House the final Biree annual appropriations bills for the new fiscal year starting Thursday. The Senate completed action on the measures within an hour after the House had passed them. The three measures provide funds for the State, Justice and Commerce Departments; fie La bor and Welfare Departments; and the judicial and legislative branches of government. The bills were compromises il different measures passed previ ously by the House and the Senate They make these appropriations: Legislative Department, $70,695, 754; federal judiciary, $27,501,740; Labor Department and Related agencies, $311,784,500; Welfare De partment, $1,163,413,761; State De partment, $114,110,000; Justice Department, $176,864,500; Com merce Department, $837,022,000; U. S. Information Agency, $77,114, 000. The total of $3,278,506,255 In the bills cleared Wednesday Is approx imately $100,000,000 less than Pres ident Eisenhower requested last January. The drivers, who jockey ancient rattletraps of many makes, are battling for survival against shiny new streamlined American cabs operated by a itate-owned "enter prise." And the independents seem to he winning by forcing their na tionalized competitor to operate at a loss. . The capitalist Communist feud, unusual but not unique in Commu nist Yugoslavia, began six months ago when the enterprise launched a new, modernized taxi fleet It sold a!! its old jaiopies ana im ported 24 medium-priced Ameri can cars. The import duties and a com plicated government tax called a "factor." each car cost about $20,000, or a total of $480,000 for the fleet. The enterprise had only $70,000 in cash from the sale of its old cabs. It obtained a $275,001 subsidy irom the city of Belgrade, and borrowed the balance of $135,- 000. Now, reports Belgrade's Eve ning Nows, the enterprise is in "serious financial trouble." It can't pay off its debt. It can't eet additional subsidy. Officers say it needs to double fares to meet cur rent expenses alone. That's where the independents come in. Higher fares, thev sav would put everybody out of busi ness, including the enterprise. Even the present fare (25 cents a mile), say the independents, is too high for the average passen ger. They blame the situation on excessive taxation. This leaves the enterprise on the brink of disaster, and the in.
