BPA To Move Offices Into New Lloyd Building WASHINGTON I The Bonne ville Power Administration and other Interior Department agencies in Portland, luesaay were given permission to move into the Lloyd Building. interior secretary Douglas Mc Kay announced the move had been approved by the General Services Administration which arranges housing for government agencies. In the past several congressmen have criticized the proposed move on grounds the lease was too ex pensive and Congress had not au thorized construction of the building. parents of a boy to pay part of the cost of supporting their son in the state training school at Woodburn. French Officials Confer On Peace NEW TORK Wl An NBC re porter in Tokyo said Tuesday that he had been informed "highly sec ret 'meetings" are on between French officials and Ho Chi Minn in Saigon in an effort to work out peace in Indochina. James Robinson, the radio cor respondent, said he bad been given the information by a top member of the native anti-Communist gov ernment in Viet Nam. He added that other "compe tent" officials had told him that two months ago French Defense Minister Rene Plevin met Commu nist representatives on an aircraft carrier off Saigon and proposed a peace settlement. The heart of Plevin's proposal. Robinson reported, was that Ho Chi Minh accept vice presidency of the nation's government under its French-backed leader, Bao Dai. An NBC spokesman in New York said that Robinson, has been cov ering developments in Indochina, It was not known here when he re turned to Tokyo. Speech Contest Now On At Oregon Stat College CORVALLIS 11 College stu dents from six Western states com peted here Wednesday in the sec ond round of the 30th annual Pa cific Forensic League speech tournament. Bruce Holt and Bill Cheek from the University of Oregon won Tues day's debate title. A team from Stanford was second and Willis Wilson id Mike Dill, Oregon State College, third. Wednesday's competition Was In the extemporaneous speech divi sion.
