Burns, chairman of President Eisenhower's Council of Economic Advisers, said Tuesday he consid ers it important to stimulate both individual and business spending but that he believes spurring busi ness expansion is a way to do both. And, he said in an interview, he is still confident of the business outlook, in large part because "there is no sign of any decline in business investment spending, al though consumer spending is lag ging a bit." it Dusiness outlay tor new piani and equipment should fall off, Burns said, "we might really be in trouble." The President's chief economic adviser said the current business dip has gone no deeper than he had anticipated. Nelson It. Duncan 01 Memphis was picked up Sunday morning by city police after a routine check of a store aroused the suspicion of officers. Nelson and a man listed as Thomas L. Sircy, 21, of Spring field, Tenn., were tearing open a safe which contained about $2,000 when police found them, Detective H J. Standridge reported. The two men were unarmed and did not offer resistance, police said. The FBI says Duncan is wanted on charges of interstate transpor tation of a stolen automobile, un lawful flight to avoid prosecution and violation of the federal fire arms act. President Eisenhower has pro posed a 25-point tax revision pro gram, much of which has since been approved by the House Ways and Means Committee, combining further tax benefits for both busi ness and individuals.
