Gl A consti tutional amendment which would have let IS - year - olds vote was beaten by only 685 ballots in the South Dakota general election, the official canvasi showed Thursday. Man To Die HUNTSVILLE, Tex. 1H The death sentence of Lester Stevens was commuted to life in prison last night less than two hours be fore he was scheduled to die in the electric chair. "I'm so happy I can't say any thing sensible," he said. Stevens, 31, had been sentenced to die for the slaying of Joshua Blocher, 85-year-old recluse, in a robbery attempt that netted only 13 cents. Legislator Will Take Oyer Senate Post Of Coon BAKER- 11 Roger Loennig, member of the state House, will move up to the Senate to replace Sam Coon who was elected to Con gress last month. County Judge Lloyd Rea announced the appoint ment Saturday. In picking Loennig, the court also picked his successor as representa tive, naming Robert J. Steward, a Democrat. Loennig and Coon both are Re publicans. Steward had sought the Senate post. In picking Loennig, the county court passed over the recommenda tion that it name Ira Staggs. Rea did not say why. There was a general feeling here, though, that the court in reaching its decision would give thought to picking a man who would have a strong appeal to voters in Baker, Wallowa and Union Counties, for those three are expected to make ip one district when redistricting takes place. Loennig has served one term In the Legislature and was re-elected last month. He now will serve the two years left in Coon's term. Loennig is a widely known Haines rancher who is active in flying farmer activities. V. V a Big Dam To End Historic Fishing AtCelilo Falls PORTLAND l.m - Two 'Indian tribes that will lose a major source of food and income when the Cclilo fishing grounds is flooded, will meet here with the Corps of Engi neers Monday to try to work out an indemnity program. The tribes, the Warm Springs and Umatilla, were given perpet ual rights to fish at the picturesque Columbia River Celilo site by an 1855 treaty with the IL S. govern ment. But the fishing grounds will be flooded by the reservoir of The Dalles Dam, now under construc tion. Two other tribes also cairn fish ing rights at Celilo: The Yakimas and the Nez Perce. The Yakamis have not participated in past dis cussions of indemnity payments because of religious beliefs that they cannot rightfully give up the fishing grounds. About 8,000 Indians are affected by the negotiations, and Percy M. Othus, who is handling the matter for the engineers, said indemnity payments to the Indians might run as high as 20 to 25 million dollars. That would compensate them for the estimated 2 Va million pounds of fish mostly salmon which they catch at Celilo each year. Cake, former Oregon national committeeman, and his wife re turned Friday from a vacation in Mexico City. He has been men tioned as a possible successor to Arthur Summerfield as national GOP chairman. Summerfield has been named postmaster general in the Eisenhower cabinet. Cake declined to seek re-election as national .committeman last spring and said he was under doc tor's orders.
